(JSI), a leader in global health, is a nonprofit public health management consulting and research organizations dedicated to improving the health of individuals and communities throughout the world. (JSI) is implementing the recently extended USAID-funded Strengthening the Care Continuum Project in Ghana.

Job Description

The Finance & Administration (F&A) Director is responsible for overseeing the administrative, operations and financial management and accountability requirements of the SPRING/Ghana Project.

S/he works as part of the SPRING/Ghana project management teams, taking a lead in the areas of operations, human resources, finance management, information technology.

The F&A Director is responsible for ensuring that the Project functions efficiently in all financial, administrative and operational matters, directly supervising administrative staff and providing oversight to all local procurement issues.

Additionally, s/he works collaboratively and effectively with the Country Manager, assuring compliance with the terms of the Project contractual requirements.

The F&A Director of Operations is knowledgeable of and adheres to JSI ethical standards, policies and procedures and USG Procurement Integrity standards and procedures, in all project management responsibilities. 

Reporting Relationship

The Finance & Administration Director reports to the Country Manager based in Accra, Ghana, who will make regular reports and/or appraisals to the Home Office regarding performance of the FAD.

Major Duties and Responsibilities include, but are not limited to
:

Management

  • Provide oversight for all policies, procedures, activities and staff in finance, administration, security, travel, transportation, IT, communication, procurement, HR and the upkeep of office space, equipment.
  • Provide the Country Manager and Deputy Country Manager with financial and operational guidance to support the efficient and compliant implementation of project activities.
  • Serve as part of FO management team with overall responsibility for financial and operational management to the field office and serves as key contact for finance and operations issues.
  • Participate in development of annual budgets, providing updates, modifications, and analysis.
  • Ensure that all SPRING activities are implemented in accordance with USAID financial procedures and JSI policy. Notify the Country Manager and/or HQ of any discrepancies.
  • Report regularly to the Country Manager, and identify problems and issues for resolution in a timely manner.
  • Assisting project teams in managing partnerships and activities, and developing related tools and systems to support implementation
  • Supervise finance and administrative staff.
Financial/Budget
  • Create, implement and monitor internal controls for accuracy, completeness and timeliness of accounting records and reports.
  • Develop country budgets in accordance with HQ guidance, and lead budget development process in-country.
  • Monitor budget spending and conduct financial analysis related to project expenditures, financial obligations, and other financial activity.
  • Supervise Project Finance staff to ensure that field expenses meet with Generally Accepted Accounting Principles, JSI policy, and USAID rules and regulations as they apply to SPRING operations; demonstrate the ability to use sound business judgment in assuring that all costs are reasonable and necessary for the completion of the project goals.
  • Manage the day-to-day accounting processes and ensure the production of monthly field office reports send to HQ.
  • Prepare payments to local vendors in accordance with agreed Levels of Authority; ensure that all project expenses incurred are paid for on a timely basis, including VAT free exemptions.
  • Approve payments to staff and vendors using QuickBooks voucher system; submit monthly field accounts to HQ; and reconcile bank statement on a monthly basis.
  • Oversee the timely and accurate preparation and submission of monthly cash flow requirements.
  • Prepare financial reports for USAID (for review by HQ prior to submission) and as part of deliverables for USAID.
  • Manage the relationship with vendors and bank representatives.
Administrative/Operations/Procurement
  • Provide overall support, direction to Office Operations team to ensure safe, efficient and functioning SPRING offices.
  • Working with Office Operations team, ensure general safety, security of the office
  • Supervise asset management, inventory processes and procedures
  • Provide guidance, support on vendor management
  • Oversee project team in organizing meetings, events, workshops, trainings, and preparing presentations.
  • Oversee office procurement and maintenance of equipment in accordance with USAID regulations, cooperative agreement requirements and JSI policy.
  • Review and approve Purchase Requests and Purchase Orders within the established limits per Operations Manual. Ensure that all supporting documentation is in order before they are approved.
Human Resource
  • Ensure that timesheets for all local staff are completed and approved
  • Develop and maintain Local Hire Employee Manual for SPRING
  • Ensure compliance with all project legal requirements (employee taxes, local labor laws)
  • Provide overall support and direction to assure that the most qualified staff are hired and that staff are supported
  • Ensure that JSI meets labor requirements and adheres to corporate policies, procedures
  • Incorporate progressive HR concepts and ensure performance assessments are conducted for every staff member and consultant, and reports filed as required.

Required Skills or Experience

  • An advanced university degree in Business Studies (Finance or Accounting option) or Professional Qualifications such as ACCA, CPA, etc.
  • At least eight years work experience in financial management 5 at senior management level. Experience in accounting/audit of international donors program funds.
  • Familiarity with USAID regulations and procedures essential.
  • Recent training in USAID rules and regulations an asset.
  • Financial/auditing background.
  • Excellent English written and oral communication skills.
  • Computer literate; proficient with Excel and Quick Books. 
  • Demonstrated excellent interpersonal, managerial and organizational skills.
  • Detail-oriented.
  • Strong skills in teamwork.
  • Proven high level of integrity (references will be helpful).
  • Ability to work on own initiative/proactive attitude.
