Job Title: Senior MEAL Specialist Duty station: Tamale, Northern Region 

The USAID-supported Agricultural Governance, Resilience and Economic Empowerment (AGREE) Activity has the overall goal to ensure responsive governance for improved agricultural sector development in Ghana. In September 2020, the scope of the Activity was expanded to include the Women in Shea (WISH) Initiative to advance women’s economic empowerment. The Activity aligns with USAID’s Country Development and Cooperation Strategy for Ghana in ensuring:

  1. Strengthened Responsive, Democratic Governance
  2. Sustainable and Broad Economic Growth.  

USAID recently extended the conflict component to consider social cohesion, early warning, chieftaincy and natural resource management and media.

The Senior MEAL Specialist would spearhead the AGREE Activity monitoring, evaluation, learning and documentation to enhance implementation as follows:

  • Support annual, quarterly and monthly project workplan development and support implementation, to deliver social cohesion and community mobilization interventions in line with conflict monitoring and other indicator requirements.
  • Initiate and lead Terms of Reference (TORs) as Scope of Work for consultants, Short Term Technical Assistants and other external resources for mid-term and endline performance management surveys, assessments and evaluations as may be required.
  • Develop (adapt), test, finetune and apply data collection tools for surveys, assessments, and routine monitoring of progress.
  • Work with M&E, Communication, and other Project Coordination Unit (PCU) and partner staff to generate project data, timely reports, learning and documentation needs.
  • Work with Communication Specialist, partner staff and other teammates for adequate documentation and knowledge management for project learning and best practices capture.
  • Participate in Joint Technical and financial assessments for partners’ work on the field and report on same to observe and recommend improvements.

The Senior MEAL Specialist is a key personnel position and will report directly to the Deputy Chief of Party (DCOP). S/he will be based in the Tamale Sub Office in Northern Ghana and will collaborate and coordinate with the Governance and Advocacy Specialist, Communication Specialist and Budget, Grants and Contracts Specialist.

The MEAL Specialist will be required to travel within and outside the 5 target regions in Northern Ghana for project activities. In addition, S/he will be a senior member of the PCU and support the central coordinating role for project management. The occupant will maintain cordial relations with partners, donor representatives and work colleagues at all levels to promote the needs for data gathering, entry, maintenance and retrieval for reporting and performance tacking purposes within the PCU.

KEY RESPONSIBILITIES OF THE ROLE

Design and Manage Monitoring, Evaluation, Accountability and Learning System

  • Design and implement performance monitoring frameworks including the development of log frames, results framework, project planning matrix, indicators and monitoring tools in line with CARE and USAID’s requirements.
  • Lead the project team to implement appropriate methods and strategies for monitoring and evaluating performance of implementing partners and of the entire program (including field visits, quarterly reports, specialized surveys and other sources of data/information).
  • Lead the development of TORs for internal and external evaluations such as baseline survey, mid-term evaluations and final evaluations.
  • Support the generation and use of evidence-based data/information for project management and implementing partners through regular reflections and feedback sessions with the team.
  • Participate in the development and writing of strategies, work plans and assessments.

Data Collection, Analysis and Quality Assurance

  • Develop appropriate data collection tools needed for effective data collection to respond to donor and organizational requirements.
  • Create and maintain an electronic Management Information System (MIS) for data entry and storage at the PCU and partner levels .
  • Regularly update the project’s Performance Indicator Tracking Template (PITT) with updates on KPIs with information gathered from regular monitoring to update the project database.
  • Conduct monthly data cleaning and analysis and produce graphic and reports for quarterly reporting.
  • Lead in the analysis of data collected under the monitoring framework for assessment of progress and areas requiring improvement.
  • Conduct site visits to ensure quality, reliability, and consistency of data and transmission to the CARE office and to the donor to feed into reports in CARE PIIRS and USAID‘s DIS systems respectively.
  • Ensure maximum safeguards to protect the integrity of electronic database and any other data collection files in compliance with CARE and donor data security requirements.
  • Implement quality assurance procedures to ensure accuracy, validity and reliability of monitoring data and study results.
  • Conduct and manage routine Data Quality Assessments (DQA); ensuring implementation of corrective actions to improve data quality and accountability of staff and partners.

Reporting, Knowledge management, Collaboration and Learning.

  • Lead the preparation of comprehensive and clear reports based on mandatory USAID and CARE reports including PIIRS.
  • Process data professionally for archiving consistent with donor's digital data archive policies.
  • Build capacities of project staff and partners in results-based M&E and collaborate with PCU to institute a culture of evidenced based M&E.
  • Establish and maintain strategic relationships with stakeholders to promote consultation, collaboration, coordination and information sharing with other organizations, communities of practice and projects for effective complementation and integration of approaches.
  • Organize pause-and-reflect sessions on findings and recommendations to give feedback from field data collection and evaluations towards improved program quality.
  • Work with the communication staff and program team to ensure proper documentation through knowledge management approaches.

Implement Gender Transformative and Inclusive Monitoring System

  • Implement a Gender transformative M&E system by ensuring that the project collects and analyses:
    • Sex and age disaggregated data.
    • Tracking gender dynamics in targeted themes (result areas) and communities.
    • Identifying vulnerabilities, and responses to the needs of participants and unintended consequences of AGREE’s social engagements.
  • Profiling Changes in agency, relations, and structures as observed in project communities.
  • Gender and social norms impacted through participatory and qualitative engagements and monitoring processes.

Required Skills or Experience

Knowledge

  • Knowledge in monitoring, evaluation, data analysis accountability, learning, and research methodologies and standards.
  • Conversant in behaviour change practices in the areas of governance, peace and conflict management.

Experience

  • At least 6 years’ work experience in Monitoring and Evaluation, Project Management or any relevant field.
  • Knowledge and experience in monitoring and evaluation, accountability, learning, research and evaluation methodologies, standards, and practices (preferably in relation to Women Economic Justice)
  • Strong analytical, critical thinking, research and report writing skills as well as excellent presentation and facilitation skills.
  •  Independent, self-starter, creative and efficiently meet deadlines.
  • Ability to work under minimum or no supervision.
  • A team player and ready to work in and contribute to team building environment.
  • A team builder, appreciates cultural diversity and inclusion, safeguarding/protection issues etc.
  • Excellent written and verbal communication skills.
  • Strong skills in qualitative and quantitative analytic statistical software (e.g., STATA, SPSS), and proven ability in data visualization using graphs, charts and maps.
  • GIS Experience in web-based data management system, KoboCollect, Open Data Kit, mobile data collection.
  • Demonstrable understanding of contemporary trends and innovations in MEAL and an IT literate.
