CARE International in Ghana: CARE began operations in Ghana in 1994. Job Description

Consultancy to Support the Finalisation of the CARE Ghana Programme Strategy for Vision 2030

Objectives

CARE Ghana seeks the services of an experienced consultant to support the Senior Management Team to restart the process and finalise the development of its programme strategy building on the context analysis and other developments since 2022. The consultant will be tasked with finalising a gender-responsive and forward-looking programme strategy for CARE Ghana aligned with CARE’s Vision 2030 and related guidance, working with relevant stakeholders including staff and partners to achieve the following specific objectives:

  1. Define areas of programmatic focus for CARE Ghana from 2024 to 2027.
  2. Develop clear, measurable targets for each area of programmatic focus.
  3. Identify new partnerships and innovative ways of working to enhance program effectiveness and impact.

Scope of Work

The consultant will undertake the following tasks:

  1. Review existing programme documents, including Vision 2030 impact area strategies, reports, and other relevant materials.
  2. Refresh the socio-economic context analysis of Ghana and identify any new key challenges and opportunities since 2022.
  3. Conduct consultations with key stakeholders within CARE, including staff, partners, and beneficiaries, to gather additional inputs and insights, if necessary.
  4. Develop a comprehensive program strategy for CARE Ghana, outlining goals, objectives, and key activities.
  5. Define specific areas of programmatic focus based on CARE's impact areas and the needs of communities in Ghana.
  6. Establish SMART (Specific, Measurable, Achievable, Relevant, Time-bound) targets for each area of programmatic focus.
  7. Identify potential new partnerships with government agencies, NGOs, private sector organisations, donors, and other stakeholders to enhance program delivery.
  8. Recommend innovative, accountable and gender responsive ways of working, including leveraging technology, advocacy, and localisation / locally led strategies.

Deliverables

The consultant will deliver the following outputs:

  1. Programme strategy document outlining CARE Ghana's strategic direction from 2024 to 2027.
  2. Document detailing areas of programmatic focus with clear objectives and targets.
  3. Report summarizing stakeholder consultations and key findings.
  4. List of potential new partnerships with a brief analysis of each.
  5. Recommendations for innovative ways of working to enhance program quality, accountability, and effectiveness.

Timeline

The consultancy is expected to be completed within six (6) weeks from the date of contract signing, with at least 90% of the scope of work completed by 30 June 2024.

Reporting

The consultant will report to Zakaria Yakubu, Head of Programme and Humanitarian with dotted line oversight from the CARE Ghana Country Director.

Required Skills or Experience

The preferred consultant will possess the following qualifications:

  1. Advanced degree in a relevant field such as international development, social sciences, or a related discipline.
  2. Demonstrated experience in developing programme strategies and plans, preferably in the international development sector.
  3. Proven track record in conducting stakeholder consultations and facilitating workshops.
  4. Strong analytical and research skills with the ability to synthesize complex information.
  5. Excellent written and verbal communication skills.
  6. Familiarity with the socio-economic context of Ghana and the issues facing vulnerable communities.
  7. Experience in partnership development and collaboration with diverse stakeholders.
