Purpose of the Consultancy

As part of this effort, CARE Ghana seeks a qualified consultancy firm to provide expert guidance and support to the Senior Management Team (SMT) to reorganize / upgrade its HR department and recruit a qualified People and Culture Director to lead this transformation.

Responsibilities of the Consultant

Working with the CARE Ghana Senior Management Team (SMT) and reporting to the Country Director (CD), the consultant will be responsible for:

Providing expert guidance and support to reorganize the CARE Ghana HR department including but not limited to

  • Conducting a comprehensive assessment of the current HR structure, policies, and procedures within CARE Ghana.
  • Identifying gaps, inefficiencies, and areas for improvement in the existing HR practices.
  • Developing a roadmap and action plan for reorganizing the HR unit to better align with CARE Ghana's strategic objectives for People and Culture.
  • Providing guidance on best practices for HR management, including talent acquisition, performance management, employee engagement, and retention.
  • Assisting in the revision of HR policies and procedures to ensure compliance with relevant laws, regulations, and organisational and industry standards.
  • Designing and facilitating training sessions for HR staff and relevant stakeholders on new processes, policies, and tools.

Facilitating the recruitment of People and Culture Director including but not limited to

  • Developing and implementing a recruitment strategy to attract qualified and diverse candidates for the People and Culture Director position.
  • Managing the end-to-end recruitment process, including job profiling, advertising, shortlisting, interviewing, and reference checking.
  • Presenting a shortlist of highly qualified candidates to the SMT for final interviews and selection.
  • Supporting the on-boarding of the successful candidate to acclimatize her/him to the strategic direction for People and Culture in CARE Ghana.
  • Providing ongoing support and advice to the SMT on HR-related matters during the transition period.

Expected Deliverables

The consultant is expected to deliver the following:

  • A comprehensive assessment report outlining findings, recommendations, and proposed actions for reorganizing the HR unit.
  • A detailed action plan with timelines and milestones for implementing recommended changes.
  • Revised or new HR policies, procedures, and guidelines as necessary.
  • Training materials and documentation for HR staff and stakeholders.
  • Regular progress reports to CARE Ghana's management team, highlighting achievements, challenges, and next steps.
  • A shortlist of qualified candidates for the People and Culture Director position, including assessment reports and recommendations.
  • A comprehensive on-boarding plan for the successful candidate aligned with the detailed action plan in 4.2 above.

Duration and Timeline

The consultancy is expected to commence on 01 June 2024 for up to six (06) months. The timeline for specific deliverables will be agreed upon between the consultant and the SMT at the outset of the engagement.

Required Skills or Experience

Consultant Requirements

Our preferred candidate will possess the following qualifications and experience:

  1. Proven track record in HR management and organisational development, preferably within the non-profit or international development sector.
  2. In-depth knowledge of Ghanaian labour laws and HR best practices.
  3. Strong analytical and problem-solving skills.
  4. Excellent communication and interpersonal skills.
  5. Experience in leading recruitment processes for senior management positions.
  6. Ability to work effectively with diverse stakeholders and teams.
  7. Flexibility to travel to CARE Ghana's office locations within the country, if necessary.
