Job Description

INVITATION FOR BIDS
EXPANSION OF BONGO WATER SYSTEM IN BONGO DISTRICT.
 
WaterAid Ghana (WAG) in collaboration with the Zochonis Charitable Trust is implementing the Sustainable Water, Sanitation and Hygiene Services at Scale Project in the Bongo District of the Upper East Region. WAG has been supporting the improvement of WASH service in the Bongo District for over two decades. WAG’s current projects in the district which are focused on strengthening WASH systems and improving sanitation and hygiene services set the grounds for the execution of the Water, Sanitation and Hygiene Services at Scale (WASH-SS) project to improve access to safe water in the district. The WASH-SS project will allow WaterAid and its partners to work innovatively with the Bongo District Assembly (Bongo DA), and Community Water and Sanitation Agency (CWSA) which are mandated by law to oversee the provision of safe water in urban, peri-urban, and rural communities. The project’s overall outcome is to promote economic development in rural Ghana through the provision of water services at scale. Water will be supplied to the people of Bongo and its peripheral communities via the mechanization of high-yielding boreholes in fluoride-free zones.
 
The assignment requires the following:
 
Expansion of the Bongo Water System in Bongo District. Key areas include:
 
  1. Grid mechanization of two boreholes with the installation of electro-submersible and/or solar submersible pump including cabling and other ancillaries and protections detailed in specifications:
  2. Borehole site works (external)
  3. Transmission and testing
  4. Distribution and testing
  5. Service facilities
  6. Power supply and electrical installation.

Required Skills or Experience

Technical and financial proposals of organizations should reflect the following:
  1. Expertise in areas defined and evidence of providing high quality and professional WASH service delivery, advocacy and influencing, and/or organizational development and capacity building.
  2. Evidence of registration with the Government of Ghana.
  3. Local Presence: have a functional office in the project district and/or region, or proven ability to work remotely.
  4. Experience with assignments of a similar nature in the last 5 years or demonstrated ability to deliver on the assignment.
  5. Experience managing multilateral and bilateral donor funds, private sector, and foundation grants (e.g., USAID, CIDA/DFATD, CNHF, UKAID, WB, UN, EU/EC, SNV, GATES Foundation, etc)
  6. Governance Structure- Board of Directors or a similar structure in place.
  7. Policies and procedure documents that guide the activities and operations of the organization will be reviewed post-selection as part of due diligence. Examples of such policy documents are finance manuals, human resource policies, health and safety policy, child protection policy, etc.
  8. References/Referees (3): 2 must be technical referees in areas of work interest.
  9. Audited annual statements of accounts of the three (3) preceding years, audited by a properly certified person or entity recognized by a national or international professional body.
  10. Key personnel List and CVs relevant to the above. A Letter of Commitment is required for external staff that may be hired to support any aspect of this assignment.
  11. Goodwill at the community level.
  12. Valid GRA Tax clearance certificate
  13. Valid SSNIT clearance certificate

WAG intends to evaluate bids with an internal committee without the presence of Bidders. Therefore, the Bidder's initial offer should contain the Bidder's best proposals in terms of price and technical submissions. However, WAG reserves the right to conduct discussions later if necessary. WAG may reject any or all or accept bids other than the lowest offer and waive informalities and minor irregularities in offers received.
