Job Description

SHORT-TERM CONSULTANCY
  • Project : Electoral violence Monitoring, Analysis and Mitigation (E-MAM 2023-2026)
  • Position : Analysis Assistant 
  • Location : Tamale, Ghana
  • Duration : One to two months (Maximum)
 
Background
The West Africa Network for Peacebuilding (WANEP) is a leading peacebuilding Civil Society Organization with a mission of building a culture of peace through enabling and facilitating the development of mechanisms for cooperation among civil society-based peacebuilding practitioners and organizations, governments, intergovernmental bodies, women groups, and diverse actors in West Africa and beyond.  WANEP seeks a short-term consultant to support the electoral risks assessment and hotspot mapping process for the implementation of the E-MAM 2023-2026 project in Ghana.
 
E-MAM 2023-2026 is the third  phase of WANEP’s regional project designed to facilitate and strengthen early warning implementation processes and promote inclusive responses to electoral violence and other threats to democracy in targeted countries. Funded by the European Union (EU), the project is being implemented in 12 countries in West Africa and covers 15 electoral processes including Ghana for its 2024 general elections. 
 
Roles and responsibilities
During the consultancy, the analyst is expected to conduct background research and provide rigorous analysis to develop series of documents on external and internal electoral risks assessment for the upcoming general elections. 
Specifically, the analyst will perform the following responsibilities:  
(a) Provide an internal and external electoral risks assessment based on a provided list of factors; 
(b) Develop a hotspots mapping report based on targeted administrative units across the country using a specially designed template;  
(c) Develop the stakeholder’s matrix based on the election related laws and regulations in the country using a provided template;
(d) Contribute to the drafting of a Policy Brief on the 2024 Presidential, and Parliamentary elections; and 
(e) Update the list of indicators (for pre, during and post elections) for electoral risks monitoring and mitigation based on the findings from the research and analysis. 
 
The consultant will perform these roles and responsibilities based on specially designed templates and specific timelines to support WANEP Ghana and its partners. To facilitate the performance of this tasks, available resources including but not limited to the WANEP’s national early warning system (NEWS) database, Incident reports, Situation reports, previous policy briefs in the country, will be given to the consultant. Additional information that will enable a successful implementation of the tasks include electoral law, duty bearer’s’ decisions, and other relevant sources.
 
Deliverables and reports’ requirements 
(a) A report on the research on internal electoral factors that could fuel electoral violence or hamper the conduct of inclusive, free, fair and transparent general elections in the country, 
(b) Hotspots mapping report based on targeted administrative units. The report is based on the template designed by WANEP 
(c) Stakeholder’s matrix based on the electoral laws and regulations in the country to facilitate responses design
(d) Drafting of a Policy Brief on the upcoming general election in country, 
(e) List of updated indicators (for pre, during and post elections) for electoral risks monitoring and mitigation
 
After review of these deliverables by WANEP, the consultant will answer any follow-up questions relating to the documents and make changes as requested.
 
Timeline 
All the deliverables are expected to be completed within a maximum period of one to two months (May – June 2024) upon signing of the contract. 

Required Skills or Experience

Considering the scope of this assignment, the required qualifications of the short-term consultant are as follows:
  • A Bachelor, a Masters or a PhD degree holder in Social Science with professional workng experience from 5 to 7 years in electoral management or risks assessment in conflict prevention, election, and peacebuilding.
  • Robust knowledge of elections in Ghana
  • Fluent in English and at least three multiple local languages 
  • Excellent analytic abilities and good report writing skills
  • Excellent computer skills - Computer literate in Word, excel, powerpoint etc.
