Project Background

The USAID funded Ghana Fiscal Accountability Strengthening Activity (FASA) will work in key areas of Ghana’s public financial management (PFM) ecosystem to enhance the accountability, transparency, and efficiency of public expenditures. After the country defaulted in 2022, significantly raising the cost of living for most Ghanaians, international and domestic attention turned to the government. Building on the foundation laid by previous reforms, FASA will partner with key Ghanaian institutions such as the Ghana Audit Service and the Controller and Accountant General’s Department to raise the bar for fiscal accountability at national and subnational levels.

Position Purpose

The Civil Society and Media Engagement Specialist is responsible for strengthening civil society organizations and media capacity to advocate for fiscal accountability and transparency in government expenditure. S/he will facilitate the training and mentoring to CSOs and media to report on PFM issues, facilitate collaboration between the Government of Ghana (GoG) and non-governmental entities, and provide technical assistance to government agencies. The Civil Society and Media Engagement Specialist will work to enhance media capacity by strengthening media organizations’, particularly radio stations, capacity to understand and report on fiscal accountability issues. S/he will also work with government officials on establishing sustainable media guidelines and training. S/he will promote citizen participation by encouraging public engagement in fiscal accountability issues through awareness campaigns, community forums, and other initiatives.

Key Duties & Responsibilities

  • Facilitate training, mentoring, and technical assistance to CSOs to enhance their capacity to advocate for fiscal accountability.
  • Support journalists and media outlets in developing the capacity to report on and understand fiscal accountability issues.
  • Foster partnerships between CSOs, the GoG, and the media to amplify their impact.
  • Encourage public engagement in fiscal accountability issues through awareness campaigns, community forums, and other initiatives.
  • Providing technical assistance and support to government agencies on improving transparency and accountability measures.
  • Track the progress of CSO and media engagement activities and document their impact.
  • Prepare regular reports on project activities, achievements, and challenges.
  • Establish and maintain relationships with key stakeholders, including government officials, CSO representatives, and media personnel.
  • Support the implementation of social and behavior change (SBC) best practices in reporting on fiscal issues and in government-media relations

Required Skills or Experience

  • Bachelor’s degree in journalism, communications, political science, international development, or a related field. Master's degree in a relevant field is preferred.
  • At least 8 years of experience working with civil society organizations, the media, or in international development.
  • Strong understanding of fiscal accountability, transparency, and governance issues.
  • Knowledge of USAID policies and procedures
  • Experience in advocacy and campaign development.
  • Experience in media relations and public outreach.
  • Experience in project management and coordination.
  • Experience in training and capacity building of CSOs
  • Excellent writing, speaking, and reading skills in English.
