Call for Technical & Financial Proposals
To conduct an Endline survey for the KOICA grant funded project of
Quality And Inclusive Early Childhood Education Services (QAIECE) for All Children Project
North East Region, Ghana
 
 
Background
Children Believe, a Canadian child rights international organization, here by invites qualified consultancy firms or individuals to submit technical and financial proposals to conduct an Endline survey for the QAIECE Project. 
 
Children Believe (CB) is a registered International Non-Governmental organization advancing the quality of life for children in developing countries in five key areas: health and nutrition; education; water, sanitation and hygiene; sustainable economic growth; and strengthening community organizations. Each year we impact the lives of more than half a million children, youth, and families in six countries - Burkina Faso, Ethiopia, Ghana, India, Nicaragua and Paraguay. At Children Believe, we focus on breaking barriers to inclusive and quality education for girls and boys. We belief that creating access to education inside and outside the classroom is the most important tool children can use to change their world. 
 
Children Believe’s work in Ghana prioritizes early childhood development (including early learning) in Ghana in recognition of the importance of “starting right” under our Centre of Excellence initiative.
 
Purpose
The purpose of the Endline project evaluation are (1) to assess project progress compared to the baseline and the target (and revise the target, if necessary) and (2) to review the lessons learned (e.g. contributing factors, hindering factors for the project progress, etc.) and make actionable recommendations for consideration in future/follow up project designs.
 
Scope of the Endline
The Consultant is expected to conduct the endline evaluation by designing the data collection tools, collecting data (quantitative and qualitative), analyzing data, writing and submitting a comprehensive report.
 
Sampling 
The consultant is expected to collect data from all thirty (30)-project communities within the East and West Mamprusi municipalities.
 
Duration
The survey is expected to be conducted  from 20th August 2024 to 15th Nov, 2024.
 
Proposed Methodology
  • Collect quantitative data from primary and secondary sources as applicable.
  • Employ qualitative methods of collecting data through focus group discussions and interviews with key stakeholders at all levels-regional, district and community/school. 
  • Analyze available literature on early childhood development and early childhood education in Ghana. 
  • The evaluation shall be conducted based on OECD-DAC'S Criteria presented in the table below:

  • To what extent does the intervention objectives and design respond to beneficiaries, country and partner/institution and global needs, policies, and priorities, and continue to do so if circumstances change.

Coherence

  • How well did our project fit/harmonized with other interventions (policies) in Ghana or project region, sector or institution?

Effectiveness

  • To what extent did our project achieve its target?
  • (An updated project monitoring and evaluation matrix with a summary of each indicator’s endline data and results compared to baseline value)
  • What were the factors, which, contributed or hindered the achievement of targets?
  • Which activity was most effective and which activity was most ineffective based on clear evidence, case stories?

Impact

  • To what extent has our project generated or is expected to generate significant positive or negative, intended or unintended, higher-level effects?
  • What is the ultimate significance and potentially transformative - social, environmental and economic effects of the intervention?

Sustainability

  • To what extend will our project sustain its benefits or the activities of the project considering the economic, social, environmental, and institutional capacities of the system? (Analysis on actual flow of net benefits or Estimate on the likelihood of net benefits continuing over the medium and long-term)

Required Skills or Experience

Qualification and Experience Required for the End-line study
  • A PhD in relevant social sciences including education, international development, management, sociology, social work or any other relevant discipline. 
  • At least five progressive years especially on experience of condcuting participatory studies, evaluations, reviews of basic education focused programs for likeminded organizations in the industry. (Any recent end-line sample reports are encouraged to be shared during the proposal submission). 
  • Applied experience in the thematic areas of eduaction – in particular, fields related to basic and or early childhood education in Ghana or any other sub-saharan Africa.
  • Knowledge of International humanitarian aid and charity sector as well as donors environments desirably, European Union, UNICEF, other UN Agencies and private foundations. 
  • Excellent English writing and speaking skills , or other national languages of the implementing countries is an asset. 
  • Working expereince or grasp of conceptual -cultural and diverse environment in the basic education sector of Ghana. 

Available Budget
The available budget for this exercise is Ninety three thousand, five hundred and sixty four cedis, nine pesewas Ghana cedis (GHS 93,564.9). This includes all field related cost and statutory deductions.
