Accelerating Change Through InnoVation in Agricultural TVET (ACTIVATE)
The Accelerating Change Through InnoVation in Agricultural TVET (ACTIVATE) program is a 5-year project funded by the Mastercard Foundation, which aims to improve the well-being and resilience of young women and men by strengthening an industry-led demand-driven Agriculture Technical and Vocational Education and Training (ATVET) system nationwide in Ghana. Using an inclusive market systems approach, the program blends education and skills training while building collaboration and linkages among key stakeholders such as public and private actors, academia, and agriculture value chain actors. Over the course of five years, this program will respond to key challenges facing the Agriculture and Adjacent sectors (defined as sectors that are directly or indirectly aligned with agriculture such as ICT and logistics) including:

  • Low quality of ATVET instruction, curriculum and equipment/infrastructure;
  • Non-alignment of new TVET policies and reforms across ministries;
  • Lack of ATVET engagement with industry to understand their human resource needs;
  • Poor business skills among young people and insufficient entrepreneurship support to the diverse needs of agripreneurs;

Insufficient management capacity of ATVET providers, regulators and support organizations
The project will reduce gender specific barriers, elevate the voice and aspirations of youth and integrate a strong inclusivity lens, with respect to gender and disability.

Scope of Work
This consultancy will cover the assessment of the Ministry of Education (MoE) and its agencies the Ghana Technical and Vocational Education and Training Service (GTVETS) and the Commission for Technical and Vocational Education and Training (CTVET) regarding change management and the re-alignment of the Technical and Vocational Education and Training (TVET) sector. The findings of the assessment will lead to the organization of three (3) separate workshops to discuss and further document gaps and draw a road map, including a monitoring system for implementation.
The three (3) workshops include:

  • MoE, GTVETS & CTVET
  • Ministry of Food and Agriculture (MoFA) and the four (4) Farm institutes; that is Asuansi Farm Institute, Wenchi Farm Institutes, Adidome Farm Institute and Kumasi Institute of Tropical Agriculture and the Agricultural Colleges.
  • Integrated workshop for MoE, MoFA, GTVETS, CTVET and Farm Institutes.

The purpose of this assignment is to research and provide relevant information on the change management processes and facilitate workshops with the identified institutions, agencies, and ministries.

Duties and Responsibilities
Specifically, the consultant would be responsible for the following:

  • Development of a concept to facilitate the change management process for the associated ministries and agencies
  • Engage the Ministry of Education and its Agencies, GTVETS and CTVET to identify their capacity needs regarding the re-alignment of the farm institutes under GTVETS.
  • Engage the Ministry of Food and Agriculture as the former custodians of the farm institutes before the realignment, to determine the support system required in the change management processes and develop a transition plan. Develop a strategy for MoFA’s approach to aligning the Agricultural Colleges on the National Technical and Vocational Education and Training Qualification Framework (NTVETQF).
  • Engage the Farm institutes to assess their capacity needs in terms of existing curricula and their placement on the NTVETQF.
  • Develop materials to organize change management and realignment workshops for MoE and its agencies on one side, MoFA and the farm colleges on one side and an integrated workshop bringing these two (2) together to chart a roadmap for the change management processes.
  • Write reports on engagements and capacity needs identified and develop a roadmap for the change management process.

Deliverables
The Key Deliverables for the consultancy are as follows:
Change Management Concept Document
A comprehensive document outlining the framework and strategies for effective change management and realignment for the farm institutes under GTVETS. The framework should also include the report of the engagement with the Agricultural colleges and the strategies for the change management process. A structured outline of the support systems required for effective change management, integrating insights from all institutions engaged. A clear and actionable roadmap outlining the steps for implementing change management processes, derived from workshop discussions and stakeholder feedback. A strategy document defining the roles of MoFA and MoE in supporting agricultural training and employment, along with outlined strategies for enhancing collaboration between these entities.

Workshop Organization
Develop training materials and organize 3 workshops, 1 with MoE and its Agencies (CTVET & GTVETS), 1 with MoFA and the agricultural colleges and Farm Institutes and an integrated workshop for all the institutions in the first 2 workshops to develop a unified roadmap.

Reporting
Compile a comprehensive report on summary of capacity needs assessment, key findings from stakeholder engagements, the developed roadmap for change management, insights, outcomes and recommendations from the workshop. The report should further outline the capacity strengthening needs identified through engagement with the Ministry of Education, GTVETS, CTVET, Agricultural colleges and the Farm Institutes.

Required Skills or Experience

Qualifications of Key Expert proposed.
Qualifications

  • Master’s degree in Education, Organizational Development, Change Management, Human Resource Management, or a related field.
  • Additional certifications in change management methodologies (e.g., Prosci, Kotter) are a plus.
  • Minimum of 5-10 years of experience in change management, particularly within the education or vocational training sectors.
  • Proven track record in conducting assessments and developing change management strategies.
  • Familiarity with the Ghanaian education system, particularly TVET and agricultural training.
  • Understanding of the regulatory and operational frameworks governing TVET in Ghana.

Relevant Experience

  • Experience facilitating workshops with diverse stakeholders, including government ministries, educational institutions, and training agencies.
  • Strong skills in stakeholder engagement and conflict resolution.
  • Demonstrated ability to conduct capacity needs assessments, analyze data, and synthesize findings into actionable reports.
  • Experience in assessing curricula against national qualifications frameworks (like NTVETQF).
  • Experience developing strategic documents and frameworks for change management and organizational alignment.
  • Ability to design and implement monitoring and evaluation systems to track change management progress.
  • Proven ability to establish collaborative partnerships across government entities and educational institutions.
  • Experience in developing strategies for effective collaboration.
  • Experience creating training materials and facilitation guides tailored to different audiences and objectives.
  • Ability to deliver engaging and impactful workshops that foster participation and collaboration.
