Terms of Reference (TOR)

Consultancy Services: Monitoring and supervision of the following work:

Construction Of 2 Pastoral Boreholes Equipped With Four Drinking Troughs Each With Solar Pumping In The Wiesi Community (Builsa South District) and Kom Community (Builsa North Municipal) In The Upper East Region of Ghana.

SNV has been present in Ghana since 1992 and is currently implementing a pastoralism and livestock project in Ghana's Builsa North Municipal, Builsa South and Kassena-Nankana 
West Districts in the Upper East Region. The three-year project is called Peaceful CrossBorder Pastoral Mobility and Social Stability in the Sahel (MOPSS) 
and it is aimed to Contribute to peaceful cross-border transhumance by improving the perception of pastoral mobility in the host communities, supporting new regulation and security mechanisms by States, structuring the inclusion of pastoral and agropastoral households in sustainable livestock value chains and by strengthening the influence of Regional Producer Organizations (RPOs) in political dialogue spaces from local to global level  in selected communities in the Builsa North Municipal, Builsa South and KassenaNankana West Districts.  
 
Objective 
The main objective of the assignment is to supervise and monitor the construction of 2No. pastoral boreholes with four (4) watering troughs each with solar pumping system in the Wiesi Community (Builsa South District) and Kom Community (Builsa North Municipal) in the Upper East Region of Ghana.
 
Scope of Works 
The scope of works to be undertaken by the consultancy firm shall include the following; 
  • Ensure permanent and detailed monitoring of the conformity of the work and materials implemented with regard to technical requirements in terms of quality, deadline and cost.
  • Ensure that that, technical specifications as contained in the ToR for the construction of the borehole are adhered to. 
  • Ensure that the techniques and means used by the company correspond in quantity, quality and implementation time to the schedule and forecast work plan to achieve a good finish of the works.
  • Organize and conduct weekly site meetings (site inspector, company, project, departmental/municipal council).
  • Confirm identified spots for boreholes has potential for water all year round.
  • Prepare and distribute meeting reports and minutes.
  • Keep the site logbook and fill it out every day.
  • Verify and certify company attachments.
  • Participate in all meetings initiated by SNV and its partners in the MOPSS Consortium as part of the execution of the work.
  • Prepare a final report at the end of the work presenting the results achieved and a summary of the data acquired during the execution of the work.
  • Immediately inform SNV of any significant problem affecting the smooth running of the work.
Deliverables
  • Detailed project inception report.
  • Supervise construction works and submit progress, site meetings and completion reports. 
Note while transportation will be provided, the consultant will be responsible for their accommodation and DSA while in the field.

IMPLEMENTING PARTNERS 
Under the responsibility of MOPSS, the consultancy activities will be implemented with and in coordination with the following actors: 
  • Drilling company.
  • Monitoring and supervision consultant.
  • The three OPRs APESS, RBM and ROPPA. 
  • Affected districts.
  • Decentralized technical services for livestock and agriculture. 
Timing/Duration of Assignment
The consultant services are required in the two districts over an estimated period of two (2) calendar months while the work may not necessarily be full time.  
 
Reporting Line
The consultant will report to the Pastoralism Advisor on the MOPSS project or any assigned SNV representative. 

Required Skills or Experience

Qualifications and Experience 
The consultancy personnel shall comprise of a team of experts in engineering and sanitation.  The following qualifications are required (Hydraulic Engineering, Civil/General Construction Technology, Geological Engineering etc.). 
  • Be an individual Consultant or a regularly constituted firm/enterprise that has existed for at least three (3) years
  • A bachelor’s degree or higher-level degree. 
  • A minimum of 3 years’ experience in undertaking monitoring and supervision of the construction of pastoral boreholes or development work. 
  • Knowledge of solar pumping systems installation and pastoral water point management.
  • Experience working in rural and agropastoral communities, particularly in the districts of Builsa South and Builsa North would be an advantage. Familiarity with the local context, including cultural and environmental factors, is important.
  • The team should include geologist or hydrologist.
  • Ability to communicate in any of the local languages from the Northern and Upper East Regions will be an added advantage.
