Project Background

The USAID funded Ghana Fiscal Accountability Strengthening Activity (FASA) will work in key areas of Ghana’s public financial management (PFM) ecosystem to enhance the accountability, transparency, and efficiency of public expenditures. After the country defaulted in 2022, significantly raising the cost of living for most Ghanaians, international and domestic attention turned to the government. Building on the foundation laid by previous reforms, FASA will partner with key Ghanaian institutions such as the Ghana Audit Service and the Controller and Accountant General’s Department to raise the bar for fiscal accountability at national and subnational levels. 

Position Purpose

The HR and Operations Manager is responsible for overseeing the human resources and operations functions of the project. This includes recruitment, training, performance management, compensation and benefits and overall compliance with contractual requirements, DAI policies, USAID regulations and local law. Additionally, the HR and Operations Manager will manage the administrative and operational functions, such as procurement, logistics, and facilities management. S/he will ensure the project’s operational policies and procedures are up to date and coordinate required revisions with the Finance and Operations Director. 

Key Duties & Responsibilities

  • Manage the end-to-end recruitment process, ensuring transparency, fairness, and efficiency, from sourcing and screening to interviewing, hiring recommendations, and onboarding.
  • Ensure recruitment is compliant with the DAI policies and procedures as well as USAID requirements and Ghanian laws. 
  • Provide applicants and new hires with information about the job including hours and pay, tasks, responsibilities and working conditions. 
  • Plan and deliver training sessions with regards to human resources and operations. 
  • Enter HR data into Technical & Administrative Information System (TAMIS) and generate required reports. 
  • Ensure seamless project administration by mastering the Field Operations Manual (FOM) and applying its policies and procedures to manage facilities, logistics, records, and files.
  • Provide operational training to project staff, covering procedures, documentation, and data management.
  • Coordinate the maintenance of administrative records, including project procurement, recruitment, and finance documentation. 
  • Enforce timekeeping policy compliance, overseeing monthly timesheet collection and review.
  • Supervises the duties of the Admin Assistant and other operations staff. 
  • Other duties as assigned.

Required Skills or Experience

  • Bachelor’s degree in business administration, HR, or other related fields; advanced degree in the above listed areas highly preferred.  
  • Minimum of 7 years of relevant working experience in operations, preferably on a donor-funded project. 
  • Computer literacy and demonstrated proficiency with Microsoft Office programs.  
  • Experience working with USAID or other donor funded programs.  
  • Demonstrated communications, writing, and presentation skills.  
  • Strong teamwork skills as well as effective cross-cultural interpersonal skills.  
  • Fluency in English Language.
