CALL FOR PROPOSALS!

The Ghana Private Sector Competitiveness Program II (GPSCP II) is a bilateral initiative between the Government of Switzerland and the Government of Ghana. The Program is being implemented jointly by NIRAS International Consulting and Proforest. The Program is based in Accra but reaches all oil palm and cashew processing regions of Ghana.

GPSCP II aims at improving the enabling environment for the cashew and oil palm sectors as well as contributing to increased productivity and competitiveness in the two value-chains.

The Rapid Response Mechanism (RRM) component of GPSCP II is a grant facility intended to be used for swift support to policy reform initiatives of public sector beneficiaries. Grants from the RRM can be used to support alignment of existing reforms or for new policy reform initiatives aimed at improving the business enabling environment for the oil palm and cashew value chains. Specifically, grants from the RRM can be used for contracting experts to review or contribute to policies and reforms, to provide input to the design of public support programs and review or carry out studies in preparation of forthcoming policies reform programs.

The maximum grant ticket size is GHS3 million. The budget will be developed through a consultative process between the Project Management Unit (PMU) of GPSCP II and grant applicant with significant input from technical experts, as needed. RRM applicants may be required to make in-kind counterpart contributions towards project implementation which will cover the cost of meeting/conference venues, some in-country travels and the use of administrative staff from the applicant organisation(s).

Required Skills or Experience

Applicant Requirements:

Government Ministries, Departments and Agencies (MDAs) to receive RRM grants must:

  • have an institutional mandate that affects the operating environment of the cashew and oil palm value chains
  • demonstrate how the proposed project will lead to an enhanced business enabling environment in the cashew and oil palm value chains
