Project Background

The USAID funded Ghana Fiscal Accountability Strengthening Activity (FASA) will work in key areas of Ghana’s public financial management (PFM) ecosystem to enhance the accountability, transparency, and efficiency of public expenditures. After the country defaulted in 2022, significantly raising the cost of living for most Ghanaians, international and domestic attention turned to the government. Building on the foundation laid by previous reforms, FASA will partner with key Ghanaian institutions such as the Ghana Audit Service and the Controller and Accountant General’s Department to raise the bar for fiscal accountability at national and subnational levels. 

Position Purpose

The Grants Manager will provide comprehensive grant management expertise to the USAID FASA team, overseeing portfolio-level management to ensure effective and efficient project implementation. Given the project's scope, the Grants Manager will be responsible for managing the project's diverse portfolio, while also supervising and mentoring local staff to enhance their capacity and performance. S/he is responsible for overseeing and managing the grants component of the project, which includes developing and managing grant agreements, monitoring grantee performance, ensuring financial compliance, preparing reports, and mitigating risks. The Grants Manager will play a crucial role in ensuring that grants are disbursed effectively and efficiently, and that grantees are held accountable for their performance.

 

Key Duties & Responsibilities

  • Manage the grants program, as an integral part of the workplan activities to achieve project objectives and results.
  • Ensure compliance with approved Grants Manual, referenced USAID regulations and policies, DAI policies and procedures, systems, and internal controls.
  • Develop Grants Manual in coordination with COP and DAI HO for USAID approval Identify and suggest improvements to DAI grants management procedures throughout the project to be more effective and efficient in preventing, detecting, identifying, and correcting noncompliance with applicable rules and regulations.
  • Develop and build the capacity of local organizations and grantees to ensure successful implementation and compliance with the grant agreement, as well as to support their sustainable development as an organization.
  • Work with Technical Managers to coordinate the identification, solicitation, and selection process of eligible grantees.
  • Monitor compliance with contract terms and conditions in accordance With the DAI contract and applicable Ghanian law.
  • Provide procedures and policy training, guidance, and interpretation for program staff as well as grantees, in consultation with the DAI Contracts Manager as appropriate.
  • Analyze and evaluate grant applications and concept papers and serve as the non-voting Chairperson for more grant application selection committees.
  • Develop and maintain grant budget/funds monitoring tools
  • Submit progress and status reports as required
  • Ensure proper negotiation of the terms and conditions for grant agreements, ensure the proper type of grant selected, and review and select the correct standard provisions.
  • Provide guidance in the implementation of the grant activities, including closure and disposition plans
  • Troubleshoot grants management challenges with grantees, technical staff, COP, and USAID as requested/as needed.
  • Supervise a team of Grants staff to ensure they are in compliance with the Grants Manual, are effectively and thoroughly using the TAMIS systems for grants and procurement, that they have the quality control tools to do their jobs, and that they are given routine performance feedback.

Required Skills or Experience

  • A minimum of a Bachelor’s degree in business administration, finance, accounting, international development, public administration, project management or a related field. A Master’s degree is preferred.
  • Must have at least 8 years of experience working in international business and grants management, with experience in USAID grants management. 
  • Experience in the administration of large, complex USAID-funded grants under contracts, and contracts is required.
  • Must be well versed and competent in all aspects of contract and procurement management under USAID regulations and guidelines.
  • Strong interpersonal skills and written and oral communication skills
  • Excellent writing, speaking, and reading skills in English.
