About ELEVATE Nutrition
ELEVATE Nutrition (Enhancing Local Efforts for Vital, Transformative, and Evidence-Based Nutrition) is the U.S. Agency for International Development’s (USAID) flagship multisectoral nutrition activity that advances local implementation of high-quality nutrition programs and policies to improve the nutritional status of women and children, particularly in the first 1,000 days. A five-year activity (2023–2028) led by FHI 360 with a consortium of strategic partners (Action Against Hunger, Bixal, Cultivating New Frontiers in Africa, GEMNet-Health, and Oxford Policy Management), ELEVATE Nutrition takes a multisectoral approach, bridging the gap between global evidence and local implementation.

USAID/Ghana has requested that ELEVATE Nutrition establish activities in Ghana from August 2024 through June 2028 to provide technical support to advance the government’s efforts to plan and deliver equitable and quality multisectoral nutrition services that promote household resilience and food security. The programming will take place at both the national level, as well as in the five regions in northern Ghana (Upper East, North East, Northern, Upper West, and Savannah). We seek a consultant to support finance and operations related activities in support of ELEVATE Nutrition’s start-up in Ghana.

Scope of Work
The Finance and Operations Consultant will be a key member of the activity start-up team—which will include both Ghana-based technical experts and U.S.-based technical experts and backstops, and Ghana- and U.S.-based finance and operations staff. The Finance and Operations Consultant will support ELEVATE Nutrition’s start-up tasks in Ghana related to human resources, procurement, travel, office set up and other needs as they arise.

Contractually, the consultant will report to the US-based Technical Advisor, Country Programs, who is also the team lead for Ghana, and FHI 360 Ghana Country Office’s Director of Finance and Operations based in Accra, Ghana. This position is based in the FHI 360 office in Accra, Ghana, and may require travel within Ghana to support project start-up.

Essential Job Functions
Duties and Responsibilities
The consultant will work with ELEVATE Nutrition Ghana leadership and the FHI 360 Ghana Country Office Finance and Operations team to provide necessary finance and operations support to start-up activities related to human resources, procurement, travel, and office setup, including:
  • Support drafting of job descriptions for new positions that will be identified during the project scoping phase
  • Develop a recruitment tracker for positions to be filled
  • Support FHI 360 Ghana human resources staff and ELEVATE Nutrition US-based staff to recruit ELEVATE Nutrition Ghana staff 
  • Support procurement during project startup, including developing project procurement plan and determining initial procurement needs and collaborating with FHI 360 Ghana central procurement unit to ensure purchases are executed in a timely manner
  • Support processing of payments to vendors and service providers, financial monitoring, tracking, etc. as per project financial procedures.
  • Support startup team to identify potential office space considering security criteria, location, cost, IT infrastructure and other relevant factors, and complete required documentation for securing office space
  • Support development of Y1 budget
  • Support preparation, tracking and monitoring of program budgets and advise leadership on financial and operations-related matters
  • Work with country office finance team to ensure sufficient cash flow for the project activities
  • Support international and local travel logistics, including booking hotels, flights and transportation in line with FHI 360 policies
  • Identify information technology needs for identified office space and coordinate with FHI 360 ISS to discuss network devices, IT equipment and other IT needs
  • Supports in-country logistics for meetings and workshops
  • Other tasks as identified 

Required Skills or Experience

Qualifications and Requirements
  • Bachelor’s degree or its international equivalent.
  • 4+ years of progressively responsible finance and operational management experience in a government contracting environment. 
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization. 
  • Experience applying U.S. Government grants, contracting and auditing standards as they apply to effective management of multi-year funds. 
  • Excellent written and verbal communication skills.
  • High attention to detail and ability to perform under tight deadlines.
  • Fluency in speaking, reading and writing English. 
  • Willingness to travel within Ghana, including in northern Ghana. 
Estimated timeframe: Approximately 30 days between November 1, 2024 – February 28, 2025.
