Job Title: Senior MEAL Specialist   Duty station: Tamale, Northern Region 

The Senior MEAL Specialist is a subject matter expert in the MEAL team of the USAID/Ghana SAGES Systems Strengthening Activity responsible for coordinating with and supporting local implementing partners (LP) to deliver quality MEAL data and products. S/he is also responsible for implementing rigorous quality assurance (QA) processes with partners and ensuring timely provision of necessary technical assistance and capacity building to improve compliance with project and donor requirements.  The Senior MEAL Specialist provides technical guidance and assistance on MEAL and QA to project performance monitoring and evaluation (PPME) specialists who in proximity with LP teams to plan and implement overarching, inclusive and participatory approaches to data collection, validation and utilisation in alignment with the Activity Monitoring Evaluation and Learning Plan (AMELP) and Collaborating, Learning and Adapting (CLA) approaches. Together, they 1) ensure that partners’ MEAL systems meet the minimum standards for optimal data collection, consolidation and programme reporting and align with the Activity’s MEAL and knowledge management (KM) systems; 2) quality assure data and other MEAL products produced by partners; 3) troubleshoot system challenges and bottlenecks and recommend additional support and training to correct any capacity gaps; 4) review and validate partners’ progress reports for submission to the PMU; and 5) verify the completeness of partners’ documentation related to the implementation of project activities.
 
The Senior MEAL Specialist will report directly to the MEAL Director and will be stationed in Tamale, Northern Region.
 
KEY RESPONSIBILITIES OF THE ROLE
MEAL system management 
  • Contribute to the development of the AMELP and project performance monitoring plan (PPMP) under the supervision of the MEAL Director.
  • Coordinate with Project Performance Monitoring and Evaluation (PPME) specialists and Local Partners (LP) to design/adapt, implement and review their MEAL systems ensuring alignment with the AMELP and PPMP at all levels from the community to the region.
  • Coordinate the rollout and effective use of data collection workflows and tools, and data management systems to ensure accurate and comprehensive reporting by LPs to the PMU.
  • Provide technical guidance to strengthen the MEAL interface between local partners and the Activity.
  • Coordinate with PPME specialists to review and validate monthly, quarterly, annual and final reporting data collection, analysis and quality assurance processes with local implementing partners.
Programme and data quality assurance
  • Ensure LPs have robust PQA and DQA systems and processes in place with the requisite personnel to deliver according to standards.
  • Work with PPME specialists to support LPs to capture project performance data and facilitate timely responses to implementation challenges.
  • Organize training and capacity building for LPs to improve programme and data quality.
  • Coordinate and ensure the proper documentation, periodic monitoring and supervision by the PMU to assess the program and data quality and validate reported data and results, including joint visits with finance at least once a year.
  • Consolidate and provide trend analysis on challenges and opportunities for PQ and DQ improvements for LPs.
Knowledge management and sharing 
  • Contribute to the design and management of systems to ensure that knowledge generated by the Activity is managed, shared, and leverage to enhance performance and contribute to broader learning in the sector.
  • Support the management platforms for regular knowledge sharing sessions within the Activity and with external stakeholders including the SAGES G2G Activity.
  • Support LPs to develop and contribute to quality learning and knowledge products on a sub-national, national, and global scale to inform thought leadership and best practice on accountability and systems strengthening in the education sector.
  • Coordinate with KPs to collect data and information for strategic communications content to showcase the achievements and successes of the Activity to internal and external audiences.
Ethical compliance and other duties
  • Ensure awareness and compliance with all of CARE’s relevant polices and guidelines including the safeguarding policy and safeguarding code of conduct, the policy on prevention of and response to fraud and corruption, etc., among staff and partners.
  • Support LPs to adhere to organisational and sector-wide ethical standards and principles – Do No Harm, Safer Programming, etc. 
  • Stay informed about and adhere to donor-specific ethical guidelines and regulations, ensuring that all reporting and documentation meet the required ethical standards.
  • Monitor and address any ethical concerns or violations promptly according to established protocols.

Required Skills or Experience

Knowledge
  • Good knowledge of USAID M&E guidelines, systems, and reporting requirements and the CLA approach.
  • Good knowledge of inclusive and participatory PPM and/or quality assurance approaches with a track record for promoting and facilitating capacity building and functional excellence.
  • Knowledge of advances in MEAL systems digitisation and other technologies to recommend appropriate solutions to optimize efficiency and effectiveness. 
  • Familiarity with USG administrative, management and reporting procedures and systems.
  • Knowledge of the Ghanaian education sector and MEAL systems a plus.
Experience
  • Minimum of 5 years of experience working with MEAL systems for USAID-funded projects preferably in the education sector with a focus on systems strengthening or social accountability.
  • Experience implementing USAID’s CLA approach including developing and integrating CLA in project frameworks and processes.
  • Experience working diverse teams including with local partners, government and other stakeholders.
  • Desirable:
  • Experience undertaking and/or supporting research (data collection, analysis, and report and article writing) in education or systems strengthening.
Education 
  • Undergraduate degree or equivalent in international development, statistics, education, social sciences or a related field
  • Desirable:
  • Additional specialist training or certification in project performance management, programme and data quality assurance and/or data management.
