BACKGROUND
On May 26, 2021, the United States Agency for International Development (USAID/Ghana) awarded Tetra Tech the Feed the Future Ghana Fisheries Recovery Activity (GFRA), a five-year contract aimed at mitigating the near-collapse of Ghana’s small pelagic fisheries sector and fostering its ecological recovery. The project adopts a balanced and strategic approach to reduce fishing overcapacity while increasing controlled access to Ghana’s small pelagic fisheries, promoting ecological sustainability, and enhancing food security for artisanal fisherfolk and their communities. GFRA operates across Ghana's four coastal regions—Western, Central, Greater Accra, and Volta—and targets five interdependent strategic approaches. Its priorities include promoting equity in Ghana’s fisheries sector. Through partnerships with state and non-state actors, GFRA implements actions aimed at strengthening women’s constituencies and empowering them to play a vital role in sustainable fisheries management.
Women play a vital role in marine fisheries, particularly in dominating the post-harvest sector. There is a mutually dependent relationship between fishermen and fish processors and traders, where fishermen often rely on women for financing fishing expeditions, while women depend on fish catches for processing and marketing. However, challenges arise when commitments are not honored, leaving both parties in debt and damaging business relationships. This has caused significant disruptions in the fish value chain and forced many out of business. Currently, these business arrangements remain highly informal and are based on verbal agreements and trust. To address this, the consultancy will facilitate inclusive dialogues, foster new conversations, and collaborate with fisheries stakeholders to develop a framework that formalizes equitable financial relationships between male and female fishers to promote sustainable business practices.
OBJECTIVE
The primary objective of this consultancy assignment is to facilitate inclusive dialogues and develop a comprehensive framework aimed at improving the financial and business relationships between male fishermen and female fish processors within the marine fish value chain. This will involve identifying existing gaps, challenges, and informal practices that hinder equitable partnerships and business transactions. Through a participatory approach, the Consultant will engage key stakeholders, including fishers, processors, traders, financial institutions, and policymakers, to foster constructive conversations about sustainable business practices. The goal is to formalize the traditionally informal and often verbal agreements between men and women, leading to more transparent, accountable, and mutually beneficial financial arrangements. The framework developed should address the unique challenges faced by women and men, and should be responsive to local norms. It will aim to promote trust, fairness, and long-term business sustainability while ensuring women’s continued empowerment in the post-harvest sector of the fisheries industry. This assignment will ultimately contribute to the stability and growth of the fish value chain by formalizing relationships, reducing financial risks, and promoting equitable fisheries management.
SCOPE OF WORK
The Consultant will
1. Submit a draft assignment methodology and participate in an inception meeting with GFRA, FC, MOFAD and Representatives of selected fisher associations to present a proposed methodology for the assignment for input. The methodology must include:
2. Facilitate eight (8) Focus Group Discussion (FGD) with fishers in Volta, Greater Accra, Western and Central regions to build understanding and document current business arrangements among fishers
3. Facilitate two (2) national dialogues with fisher leaders and MOFAD/FC to deliberate and present a proposed framework for progressive business arrangements. The second national dialogue will be a validation meeting to discuss and adopt the proposed framework.
4. Hold one (1) training with fishers and policy makers on the new business framework
5. Submit a comprehensive report on the assignment, detailing current business arrangements ad associated challenges or benefits; key findings from the assignments; lessons and recommendations.
DELIVERABLES
1. Submission and presentation of draft assignment methodology, including Table of Content for final report
2. Brief report on 4 community dialogues held across the 4 coastal regions
3. Brief report on 2 national dialogues and 1 training on revised business arrangements among male and female fishers
4. Comprehensive assignment report.
SCHEDULE AND LEVEL OF EFFORT (LOE) The Consultant has twenty-seven (27) days LOE to complete this assignment over a five (5) month period. This includes time for travels required to complete the assignment. All logistics including travel costs (transportation, lodging, per diem) and workshop costs will be supported by GFRA Required Skills or Experience REQUIRED EXPERTISE

Gender Equality and Social Inclusion (GESI) Advisor will hold the process and provide technical coordination. She will be the primary point of contact for the Consultant. GFRA will handle associated logistics arrangements.
