Description of Services
LINC is implementing the USAID-funded Monitoring, Evaluation, and Learning (MEL) Platform activity in Ghana. This Activity will provide USAID/Ghana with expert monitoring, evaluation, and learning services for USAID/Ghana, offering high quality, demand-driven monitoring and evaluation technical assistance and analytical services to USAID/Ghana staff, implementing partners, and local country stakeholders that advance U.S. foreign policy goals and USAID’s strategic objectives in Ghana.

Position Description Summary
The MEL Specialist will serve as the local focal point for Ghana MEL Platform technical activities focused on northern communities, working closely with the M&E staff at Tamale-based USAID implementing partners and counterparts at Government of Ghana agencies.

Role Responsibilities

  • MEL Support to Partners: Act as the primary MEL focal point for Tamale-based IPs, providing tailored coaching, guidance, and support as-needed to meet activity demands and as directed by the MEL Platform Supervisor and USAID.
  • Stakeholder Engagement: Establish and maintain relationships with key Government of Ghana agencies and research/data collection institutions in the northern regions, fostering collaboration and knowledge-sharing.
  • Coordination with USAID technical Offices: Serve as a key focal point between the Platform and an assigned USAID/Ghana sectoral Technical Offices (TO) and its leadership. Represent the Platform in coordinating TO -specific needs, providing regular updates, and ensuring alignment with Platform activities.
  • Capacity Building: Assist in planning and delivering MEL-related training and workshops in Tamale, including training for enumerators and capacity-building sessions for IPs and Stakeholders.
  • Support for Data Collection: Advise on and assist with the design, piloting, and implementation of data collection instruments and logistics for survey and studies in northern Ghana, including supporting the recruitment and management of data collection teams.
  • Data Quality Assessment: Carry out and support DQAs in northern Ghana, ensuring adherence to USAID standards and requirements.
  • Supervision of Consultants: Provide oversight and guidance to external consultants conducting evaluations, assessments, and studies in northern Ghana, ensuring quality and alignment with the MEL Platform and USAID expectations.
  • Platform-wide Contributions: Collaborate with the Accra-based MEL Platform team on data collection, analysis and report writing to support overarching Platform objectives.
  • Travel and Communication: Maintain regular communication with the Accra-based team and travel as necessary to participate in meetings, workshops, and Platform activities. Where appropriate, engage remotely from Tamale in key discussions and initiatives

 

Required Skills or Experience

Skills and Qualifications

  • Master’s degree in relevant field required.
  • Minimum of eight years of experience in monitoring and evaluation USAID’s collaborating, learning, and adapting (CLA) approach, and using MEL activities and adaptive management approaches to inform and improve project implementation.
  • Demonstrated experience in USAID programming in Ghana, including substantial experience working with partners and stakeholders in northern Ghana.
  • Prior experience working in Ghana required, with a strong understanding of Ghana’s context and culture.
  • Exceptional written and oral communication skills.
  • Fluency in spoken and written English.
