Job Description CALL FOR CONSULTANT DRAFTING A COMPENDIUM OF RECOMMENDATIONS FROM THE VARIOUS ELECTORAL OBSERVATION MISSIONS IN GHANA 2024 Introduction
The West African Network for Peacebuilding (WANEP) is a regional peacebuilding organization founded in 1998 in response to the civil wars that ravaged West Africa in the 1990s. Since its creation, WANEP has successfully established its regional office in Ghana and national network offices in all 15 ECOWAS member states, with over 700 member organizations whose expertise covers various thematic areas related to peace and security. As a leading peacebuilding organization in the region, WANEP works with various stakeholders to promote peace and stability across the region.
WANEP is currently implementing the 3rd phase of the project “Electoral Violence Monitoring, Analysis, and Mitigation (E-MAM) 2023-2026” in 12 countries in West Africa. Funded by the European Union (EU), the overall objective of the project is to contribute to the reduction of electoral violence in West Africa by strengthening and mobilizing the regional and national capacities necessary for preventing or mitigating political violence in democracies. It is within the framework of this E-MAM project that WANEP is issuing this call for the recruitment of qualified consultants to develop a commented compendium of recommendations from the various observation missions that covered the general elections of December 7, 2024, in Ghana.
Context
Elections are fundamental to democracy as they form the basis of the authority of any representative government. In this regard, several African countries have made significant progress in institutionalizing the democratic expression of the popular will through elections. However, despite these achievements, significant challenges remain, including the major challenge of improving the integrity of electoral processes. Indeed, in many young democracies, election periods are critical moments that highlight the need for progressive improvement in the integrity and transparency of electoral processes. The deployment of national and international election observation and monitoring missions is one of the means to achieve this goal. Through the reports from pre-electoral assessment missions, election observation missions, post-electoral audit missions, etc., these missions gather evidence, analyses, and recommendations that can support the progressive improvement of elections.
Despite these reports and the relevance of their analyses and recommendations, several West African countries continue to experience conflicts, violence, and instability resulting from elections and electoral disputes. In fact, over several successive electoral cycles, many important recommendations have not been implemented, thus questioning the value of the observation effort and the invaluable work of citizen observers. In response to the low level of implementation of these recommendations in Ghana, for example, the European Union has pointed out the possibility of not deploying an observation mission for the general elections of 2024. For some stakeholders, these recommendations are too numerous, scattered across several mission reports, and often unknown to certain decision-makers as well as citizen activists who could contribute to monitoring their implementation. Sometimes, they also lack practical implementation measures.
As a contribution to furthering the discussion, among other things, on the transmission of these recommendations to the relevant or authorized targets, advocating for their adoption by these targets, and their dissemination, an activity to draft a compendium has been initiated.
Objectives of the Consultation
The main objective of the consultation is to “draft a compendium of recommendations from the various electoral monitoring and observation missions that covered the elections targeted by this consultation.”
Specifically, it will involve:
a) Mobilizing, processing, and analyzing all the recommendations made by the various monitoring and observation missions that covered the elections targeted by this consultation.
b) Drafting a structured compendium that presents, in order of importance, all the recommendations made by the various relevant observation missions, highlighting, among other things:

Duration of the Consultation
The consultancy will last for 10 working days over a period of forty-five days. The consultant is free to work from a location of their choice. However, regarding progress and contributions, the consultant must work closely with the National Coordinator of WANEP Ghana as well as the Regional Coordinator for Network Development at WANEP Regional.
