Job Description

WUSC has been operating in Ghana since 1997. Over the years, we have partnered with the Government of Ghana, civil society, and the private sector to implement various initiatives aimed at strengthening education systems, fostering economic empowerment, and promoting local governance. Our key projects include our Volunteer Cooperation Program – IGNITE, Nature-based Solutions (NbS) in the Guinean Forest of West Africa Project, the Innovation in Non-traditional Vocational Education and Skills Training (INVEST) Project and Accelerating Change Through InnoVation in Agriculture TVET (ACTIVATE) Project.
 
Under the supervision of the Country Director, the Operations Manager will provide operational leadership and guidance to support WUSC’s projects in Ghana across 5 offices. The Operations Manager will serve as a member of senior leadership in Ghana and manage the Administrative team while working in close collaboration with the Finance Manager, Project Directors and Program Managers at WUSC Ghana. The Operations Manager will also work closely with the global Human Resources Team and the global IT team. 
 
Responsibilities
Country and Programs Operations Management and Compliance
  • Develop and maintain relationships with WUSC Ghana staff, project directors, program managers, and Canada-based staff members in relevant departments;
  • Support the set up of new field offices, supporting teams to implement agreed policy and procedures related to systems, procurement, HR, policies, documentation and insurance;
  • Ensure compliance with country registration processes and required procedures (e.g. legal registration, annual government filing);
  • Advise the Country Director on operational challenges and opportunities to ensure current and future operational needs are being met;
  • Support the development of management tools (HR manual, Finance Manual, Procurement Manual) to ensure all staff have the required resources to implement and manage policies and procedures.
  • Review existing operating models and offers alternatives for future strategies and models for delivering enhanced services; 
  • Function as the day-to-day operations liaison between field offices.
  • Ensure good communications and updates with field offices to ensure collaborative and supportive relationships;
  • Ensure that office-related requirements of the program team are supported e.g., appropriate equipment and facilities are procured, installed and/or arranged in a timely manner. 
Human Resource Management
  • Support staff to ensure compliance of local labour laws and regulations and of donor requirements;
  • Support key Human Resource activities such as recruitment, selection, new employee onboarding and offboarding, and personnel management;
  • Support the Volunteer Cooperation Program team and project teams to strengthen in-country volunteer management approaches and practice;
  • Monitor main and satelitte office  document management and archiving processes;
  • Monitor, the harmonization of personnel policies across Ghana to ensure consistency and compliance between projects;
  • Support project teams in applying HR policies and policies such as the Code of Conduct and Safeguarding;
  • Identify capacity building and training needs of staff to increase their knowledge and skills to ensure compliance of established policies and practice;
  • Monitor team morale and assist the Country Director and managers to address issues promptly;
  • Coordinate team building and celebratory activities for the Ghana program;
  • Serve as liaison between key staff lead initiatives such as the Health and Safety committee and Welfare committee and management; 
  • Supervise and support direct reports, including work planning, regular 1-1 and team check-ins, performance management and professional development (direct reports include 2 Administrative Officers and a Procurement Officer).
Safety and Security Management
  • Work with the Global Security Advisor to ensure that WUSC Ghana has Safety and Security plans in place.
  • Act as focal point for Safety and Security to ensure WUSC compliance with agreed policy and procedures (e.g establish audit processes);
  • Support the Ghana office in maintaining appropriate safety and security protocols
  • Ensure regular management reports are maintained (projects and staff, volunteers in country etc.).
Safeguarding 
  • Act as WUSC Ghana’s Safeguarding focal point by providing support, guidance and expertise on safeguarding and establishing a safe working environment.
  • Ensure WUSC Ghana staff understand WUSC’s Code of Conduct and commitment to safeguarding through onboarding and annual training. 
  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do the same.
Other
  • Participate in relevant project management meetings, regional meetings as required to ensure understanding of current and emerging issues and needs.

Required Skills or Experience

Education
  • University degree or relevant experience in Business Administration, Human Resource Management, International Development, Political Science, Public Administration, Law, Emergency/Risk Management, or related area. Equivalent working experience will be considered
Experience
  • A minimum of 5 years experience in managing field operations and large field teams.
  • Prior experience in facilitating training, orientation, onboarding for field staff, consultants, partners and volunteers. 
  • Experience working and coordinating with colleagues from various departments and teams
  • Experience working with a recruitment or HR firm is a plus
  • Experience working with an international NGO preferred
Skills and Knowledge
  • Strong technical knowledge of field operations 
  • Exceptional interpersonal, management and communication skills.
  • Proven ability to perform under pressure and prioritize with multiple competing demands.
  • Ability to actively support team members and facilitate their engagement and compliance with policies and procedures
  • Ability to facilitate the learning of others and support training initiatives

  • Excellent written and spoken communication and reporting skills

  • A high level of computer literacy
Languages
  • Competency in English. French is an asset. 
Travel
  • Must be willing and able to travel to various regions in Ghana; 
  • Occasional international travel may be required.
