Monitoring and Evaluation Officer - CHANGE Project
The Monitoring & Evaluation Officer (M&E Officer) is responsible for developing M&E framework, facilitating project planning, monitoring and evaluation of the Global Affairs Canada (GAC) funded “Championing Nutrition and Gender Equality (CHANGE)” project. The position also captures or produces and shares best practices, successes, challenges, lesson learnt and results of the project. She/he will ensure active involvement of project stakeholders in the project planning, monitoring & evaluation. The position will also be responsible for timely reporting of project performance, leading learning and knowledge management in Ghana at all levels ensuring the appropriate documentation of the project activities. 

This role includes, but not limited to:
 
A. Project Planning and Implementation  – 30% of Time 
  • Ensures appropriate community level/ district level planning of the project in a participatory way involving relevant government offices, communities, partners’ and CB’s  staff and responsible development actors
  • Develop and implement plans for the successful completion of project
  • Support the Project Manager-CHANGE to undertake timely performance review of all partners 
  • Follows up and ensure timely implementation of anticipated risk mitigation strategies pertinent to project
  • Support the Project Manager-CHANGE to implement project activities
  • Support the Project Manager-CHANGE to develop annual project plans and budgets 
  • Ensure the participation of girls, boys, women (especially mothers) and men and enhancement of their rights 
  • Follows up and facilitate the implementation of field level activities that ensure sustainability of the project results
B.  Development and Implementation of MELKS Plan – 20% of Time
  • Work closely with the Project Manager on the development of the CHANGE project Performance Monitoring and Evaluation Plan including performance measurement framework
  • In collaboration with the Project Manager, facilitates the conduct of project baseline survey, midterm survey, endline survey and evaluation within planned timeframe and expected quality while ensuring that their results are communicated to relevant bodies
  • Ensure project performance and results are properly tracked and documented
  • Organize project review meetings with guidance of Project Manager-CHANGE 
  • Set up MELKS system of project in Ghana
  • Adopt the recommended Microsoft ware for data entry and analysis, orienting key project staff on its use
  • Develop/adopt project measurement tools for team’s use
  • Follow up on the implementation of monitoring findings/recommendations and report the status for further follow up or action.
C.  Capacity Building - 10% of Time
  • Ensure project capacity building activities are properly planned and implemented
  • Coordinate, track partner activities and provide feedback so as to assist in technical and managerial issues
  • Train key project staff on relevant project monitoring and evaluation tools and their applications
D. Stakeholder Engagement – 15% of Time
  • In liaison with partners’ project staff, ensures active involvement and proper function of stakeholders in the implementation and participation at partner/program and community level structures.
  • Ensures the project staff work closely with concerned government offices; and other  health, nutrition, agriculture etc
  • Fosters effective working relationships with project stakeholders, donor and relevant government bodies and partner NGOs.
  • Ensure the implementation of activities that have positive environmental effects and activities that prevent and mitigate potential negative environmental effects of the project.
E. Reporting and Documentation– 25% of Time
  • Prepare and submit monthly, quarterly, semi-annual and annual project reports to Project Manager-CHANGE
  • Ensure proper documentation of the project performances
  • Identifies and document key learning/ lessons in the process of project planning, implementation, monitoring and evaluation and share the same with the project staff and other project stakeholders
  • Follow up on the implementation of monitoring findings/recommendations and report the status for further follow up or action.
  • Work collaboratively with Country Office MELKS Officer to strengthen integration and cross learning
  • Support Project Manager-CHANGE to organize donor visits and accompany donors on field visits where required. 
Other
  • Comply with all CB policies and procedures
  • Perform other related duties as assigned by Supervisor

Required Skills or Experience

The ideal candidate possesses: 
  • At least 6 years of professional experience working with development organizations with direct responsibilities in Monitoring, Evaluation, Learning in similar role. 
  • Highly developed skills and demonstrated capacity developing MELKS frameworks and mechanisms, including implementation and training in related principles and practice in Ghana
  • Experience in preparing quarterly, semi-annual and annual project reports for large donors, such as Global Affairs Canada etc
  • Good experience in the application of gender sensitive Global Affairs Canada Results-based Management tools and principles, environment and other grant compliance requirements 
  • Demonstrated ability to prioritize large workloads, to consistently meet deadlines and adapt in a complex and challenging work environment
  • Proficiency in common computer and statistical packages i.e. Word, Excel, Power point, SPSS, Access, etc.
  • Experience in working in a cross-cultural, multi-sector, team environment in the context of INGOs , desirably Canadian NGOs
  • Ability to work well under pressure and in adverse conditions 
  • Demonstrated commitment and strict adherence to confidentiality
  • Effective communication skills (written and verbal) in English and any other local language of project communities.
