Catholic Relief Services/West Africa Regional Office (WARO) is currently recruiting for the following position:

Job Summary
You will provide technical guidance and support on various design and implementation issues related to Large-Scale Food Fortification (LSFF). in accordance with the principles and quality standards of Catholic Relief Services (CRS), donor guidelines, and industry best practices to country teams in West Africa to enhance the delivery of high-quality programs for the poor and vulnerable. Your guidance, knowledge, and support will be crucial in assessing the effectiveness, adaptability, and innovation of CRS's LSFF and nutrition initiatives, which are implemented globally.
 
Roles and Main Responsibilities
  • Technical lead for the design of the MEAL strategy for the LSFF project, based on standards, tools, and best practices focused on strengthening public sector capacity to implement large-scale food fortification.
  • Provide technical solutions to public sector teams, both remotely and on-site, for the planning and implementation of best practices, tools (both digital and standard), and monitoring and evaluation (M&E), contributing to high-quality implementation and accountability.
  • Contribute to and, in certain instances, lead the development of the technical design for proposals. Support the preparation, design, submission, and approval processes for project concepts and comprehensive proposals. Serve as a technical writer within proposal development teams as needed. Advise project teams on the integration of donor strategies, priorities, and technical requirements into the CRS approach.
  • Support capacity-building initiatives in LSFF programming for staff and partners by assisting in the development of learning and training strategies, curricula, and programs, organizing training sessions and workshops, and providing mentoring.
  • Collect and analyze program data, capture and share lessons learned and best practices for specific projects to facilitate improvements in decision-making and contribute to the LSFF learning program.
  • Contribute to maintaining relationships with donors, peer organizations, research institutions, and others, participate in LSFF forums, collect and share best practices, and promote CRS's work.
  • Serve as the technical lead for MEAL data analysis, ensuring the quality of both qualitative and quantitative data collected by the project.
  • Integrate data analysis, reflection, interpretation, and utilization with ongoing project activities by ensuring feedback from key stakeholders.
  • Ensure compliance with MEAL requirements from donors and agencies.
  • Share MEAL learnings and experiences in broader regional and agency discussions.

Required Skills or Experience

Qualifications
  • Master’s degree in data science, M&E, or a relevant field is required.
  • Minimum of three years of relevant professional experience with progressive responsibilities, ideally with an international NGO, a social marketing enterprise, or a government entity, including at least two years of relevant field experience in fortified food compliance systems or in strengthening the enabling environment in related policy areas.
  • Knowledge of the technical principles and concepts of nutrition or food quality. General knowledge of related disciplines to ensure a suitable cross-sectoral approach.
  • Experience in project design and proposal development. Experience in drafting content for proposals.
  • Knowledge of digital tools and approaches to support MEAL systems and Food Testing/Compliance.
  • Experience in program monitoring, evaluation, and analysis.
  • Experience and skills in networking and maintaining relationships with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
Languages Required
  • Proficiency in English and French is required.
Travel
  • Must be willing and able to travel up to 30%.

  • Good technical writing skills.
  • Skills in presentation, facilitation, training, mentoring, and coaching.

  • Monitoring and evaluation of health and nutrition programs across multiple countries.
Required Qualifications
  • Proficiency in MS Office software (Excel, Word, PowerPoint), web conferencing applications, information and budget management systems, and knowledge-sharing networks.

Key Working Relationships
  • Internal: National program management of CRS in the 15 countries of the ECOWAS region; CRS WARO regional management; STA Nutrition at HQ; IDEA donor engagement and BD teams, as applicable; CRS CARO Health regional staff, PQ, and BD concerning ECOWAS countries under CRS Central Africa region.
  • External: WAHO; Ministries of Health of ECOWAS member countries and other governmental entities involved in regional and national LSFF standards and strategies; peer NGOs active in the LSFF/Nutrition space.
