Technical support for NASIA – DEVELOPMENT OF STANDARDS FOR THE INSPECTION EVALUATION FRAMEWORK (IEF)

 

Project Summary
CARE and its partners, in collaboration with USAID and the MOE, are implementing the SAGES Systems Strengthening Activity in Ghana. This initiative aims to enhance accountability in primary schools by supporting the MOE's objectives outlined in the Education Strategic Plan (ESP) for 2018 - 2030. The activity focuses on improving education service delivery through institutionalizing accountability and citizen engagement in primary education.

Background and Rationale
The National Schools Inspectorate Authority (NaSIA) is an agency under the Ministry of Education (MoE). It was formerly known as the National Inspectorate Board (NIB) but in 2008 it was re-established as the NaSIA by the Education Act 778 of 2008. It was established to provide independent external evaluation of the quality and standards in Ghana's public and private basic and second-cycle educational institutions. This is done through its three-fold responsibilities: Inspections of Schools, evaluation of Schools and Enforcement of Standards

Objectives
The objective of this project is to develop comprehensive standards for school inspections based on NaSIA's Inspection Evaluation Framework (IEF) for the pre-tertiary level. These standards aim to establish an objective standardized, structured, and consistent approach to assessing the performance and compliance levels of schools. This effort is intended to strengthen the enforcement of quality and accuracy in school inspections conducted by NaSIA.

Performance Period of Consultancy
The consultancy will last 14 weeks, divided into An Inception Report detailing how the assignment would be carried out. Include an outline of the guideline and standard document as part of the inception report.  A Draft of the guideline, and standard document for the IEF and Final guideline, and standard document for the IEF
