PRE-SOLICITATION NOTICE

Subject: Pre-solicitation notice for Electronic Monitoring Service Providers (EMSeP) regarding intent to establish an Electronic Monitoring (EM) Program in Ghana

The Nature Conservancy (TNC), with support from the USAID-funded “Feed the Future Ghana Fisheries Recovery Activity” (GFRA), intends to issue a request for proposal (RFP) in early May 2024 to install and manage EM systems across the industrial trawl fleet in Ghana under the Ministry of Fisheries and Aquaculture’s (MOFAD) forthcoming EM Program and its respective guidelines.

BACKGROUND
The purpose of GFRA is to prevent the collapse of the small pelagic fishery sector in Ghana while improving the wellbeing of fishing communities. In addition to fisheries management, GFRA promotes supplemental livelihoods for fishing communities, particularly for women and youth; improves hygienic processing of small pelagic fish; strengthens government capacity in policymaking, regulation, and enforcement; strengthens improved science and research, including data for policy and management decisions; and empowers key stakeholders to effect change.

GFRA is partnering with MOFAD and the Fisheries Commission (FC) to build on the lessons of an EM Pilot conducted in 2023 and scale up the use of EM systems on all industrial trawl vessels operating in Ghana’s waters. Collected EM data is expected to provide insights on fishing behaviors and to ensure compliance with fisheries rules and regulations. MOFAD and FC are interested in utilizing EM to ensure compliance with the recently issued Ministerial Gear Directive and other aspects of fishery management.

PRE-SOLICITATION INFORMATION

As part of this activity, we are seeking interested EMSePs to provide electronic monitoring-related goods and services including, but not limited to: EM equipment, installation services, EM and fishery-related data review and analysis, data management, and capacity building. Selected EMSePs and the number of vessels per contract will be determined by project partners.
