Job Description

PURPOSE OF THE JOB
To ensure that the Health, Safety& Environmental and Integrated Management System are defined, implemented, maintained and adhered to according to best practice standards at all levels of the organization within Ghana.
  
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
  • To develop, implement, monitoring and review of Health & Safety strategies, policies and procedures, risk assessments and safe working practices throughout the company in accordance with ISO 14001:2015 and OHSAS 18001:2007.
  • To provide accurate and clear interpretation of Health & Safety legislation and codes of practice and best practice to the organization, contractors and other stakeholders.
  • Ensuring changes to legislation, codes of practice, regulations, policies and procedures etc are identified, communicated and implemented in an effective and timely manner.
  • To ensure the provision of clear consistent, relevant and timely health, safety and welfare advice, guidance and operational support to company’s on all health & safety matters.
  • To undertake audits and workplace inspections of operations to proactively identify where health & safety management practices can be improved and to provide written guidance, where necessary, to assist company’s in implementing solutions to enhance its health & safety performance.
  • Interface with and assist external auditors during surveillance and re-certification to audits ISO 14001:2015 and OHSAS 18001:2007.
  • Prepare health & safety reports and statistical/performance data and present reports at Board, Audit & Risk and other Committees, Panels and forums as required.
  • To carry out investigations and report on accidents/incidences and dangerous occurrences as necessary.

  • Eliminate / reduce the risk of future occurrences and incidents of ill health and lost working days.
  • To respond to safety concerns from employees, safety representatives, and members of the public, relating to the activities of the company or its contractors/sub-contractors.
  • To develop and maintain effective working relationships with the company’s Directors, managers, employees, contractors/sub-contractors, partners, occupational health and other stakeholders.
  • To liaise with the SHERQ Manager and other enforcement agencies on all matters pertaining to health & safety at the company.
  • To develop and deliver/facilitate training/toolbox talks, on health safety and welfare, matters including, but not limited to, risk assessments, induction, manual handling, abrasive wheels, working at heights, stress, fire etc. Ensuring that appropriate training records are maintained.
  • To ensure that all contractors/sub-contractors of the company Ltd have in place appropriate Health & Safety Plans and to maintain a register of these Plans.
  • To advise on the suitability of safety appliances, protective clothing and the safe use of plant and equipment including liaising with suppliers and other stakeholders.
  • To liaise with the Risk and Insurance Manager on matters connected with Public/Employee liability claims.
  • To work with all Managers to ensure that all properties of the company are safe and fit for purpose.
  • To participate in tender evaluation and contractor selection processes in relation to Health & Safety as required, providing ongoing advice on the competency of contractors/sub-contractors to undertake works.
  • To ensure that the company's  Integrated Management System are defined, implemented, maintained and adhered to according to best practice standards at all levels of the organization within Ghana.
  • To carry out technical and supervisory responsibilities in accordance with the organization’s policy objectives and applicable laws.
  • To co-ordinate all Integrated Management System Control Activities on O&M and Capital Projects for Netis Ghana, and ensure they conform with ISO and company standards
  • To create improvement and ensure corrective action are implemented.
  • To manage non-conformances and ensure implementation and closure.
  • The Integrated Management System Supervisor assists and supports project managers, project supervisors, project coordinators and implementation manager on assigned projects. The position plans, directs and supervises company Integrated Management System control functions and activities established by corporate dictate.  The Integrated Management System Supervisor must be a flexible and adaptable team player, as well as have strong communication and client service skills. 
OTHER DUTIES AND RESPONSIBILITIES
  • To ensure strict adherence of company’s H, S &W and absolute rules at all times.
  • To undertake audits and workplace inspections of operations to proactively identify where bad behavioural practices can be improved and illuminated and to provide written guidance, where necessary, to assist NETIS GH. Ltd in implementing solutions to enhance its performance.
  • Prepare, reports and statistical/performance data and present reports to O&M Manager as required.
  • Carry out regular internal audits in conjunction with the team to ensure full conformance to company's procedures and processes.
  • PM planning and daily tracking and update of the schedule and assign tasks for the team.
  • Issuing warning letters to technicians who violate O&M processes
  • Comply with Netis SHERQ policies and procedures;
  • Take personal responsibility for your Health and Safety and others within the company;
  • Ensure not to put other people, fellow employees and members of the public at risk by what you do or do not do in the course of your work.
  • Participate in inspections and investigations of accidents;
  • At all-time wear Personal Protective Equipment (PPE) as needed or required;
  • Conduct thorough risk assessments within their respective zones or areas of responsibility.
  • Ensure compliance with Lifesaving rules (LSR) and other safety protocols on the ground.
  • Provide leadership and guidance to field technicians, ensuring they adhere to safety guidelines and best practices.
  • Monitor and assess safety performance in the field, identifying potential hazards and implementing control measures.
  • Collaborate with cross-functional teams to implement safety initiatives and improve safety culture in the field.
  • Conduct regular inspections and audits to verify compliance with safety standards and LSR.
  • Provide timely feedback and coaching to field technicians to improve their safety awareness and performance.
  • Enforce compliance with Lifesaving rules and safety protocols on the ground.
  • Allocate resources and prioritize safety initiatives within their zones.
  • Conduct inspections and audits to verify compliance and identify corrective actions.
  • Apply the stop work authority in case of non-compliance with the Lifesaving rules.
SUPERVISORY RESPONSIBILITIES
  • Monitor all Project/duites assigned
  • Ensure contractors and staff are working according to laid down HSE and Integrated Management System rules and regulations
GENERAL DUTIES
  • Any other duties that may be assigned.
KEY PERFORMANCE INDICATOR
  • Maintenance of Company equipment’s and resources
  • Prompt and appropriate reporting (Written and Verbal)
  • Proactive and self-motivated team player.
  • Abide by safety and health procedures at all time.
  • Meeting the KPI specifications.
  • Site survey are conducted on time and efficiently- all information is correct and complete
  • Site works are supervised at all times and the work is progressing on schedule
  • Minimum minor casualties, no fatalities, no danger to the public
  • Site are delivered to the required qualities
  • Materials, assets, tools and machinery of and it customers are preserved
  • Documentation is correct and presented promptly. The site controller and construction manager are kept, up to date and receive regular reports
  • Good attitude towards the work, the company and towards the customers and sub-contractors.
  • Strict adherence and implementation of client Life Saving rules
  • Strict adherence and implementation of SHERQ policies and procedures

Required Skills or Experience

MINIMUM REQUIREMENTS / QUALIFICATION
  • HND / degree in Engineering or any related skills
  • NEBOSH
  • Minimum of Three years working experience.
EXPERIENCE
  • Evidence of promoting a positive Integrated Management System culture and improved Health & Safety performance.
  • Evidence outlining experience in developing effective solutions to resolve complex health & safety issues.
  • Evidence of developing and maintaining procedures and systems for investigating, reporting and analyzing, risks, accidents, incidents, dangerous occurrences and other safety matters and giving advice on preventative and remedial actions where appropriate to eliminate/minimize safety hazards.
  • Experience or clear knowledge and understanding of undertaking health and safety audits, inspections or reviews.
  • Experience of delivery health and safety training courses including Induction
KNOWLEDGE
  • Demonstrable knowledge and understanding of primary health & safety
  • Legislation, regulations and codes of practice pertaining to housing and construction.
  • Understanding of and ability to undertake and apply risk assessments.
  • IT Literate with thorough understanding of IT and how effective IT systems can support the efficiency of organization
