Job Description

BACKGROUND TO PROJECT

World Vision Ghana (WVG) is implementing an eight-year global economic empowerment business plan called ‘’Transforming Household Resilience in Vulnerable Environments. (THRIVE 2030), which aims at building improved resilient and sustainable livelihoods so that parents and caregivers can have the necessary tools to lift themselves out of poverty and provide well for their children. The program's ambition is to empower a minimum of 10 million people in 2 million households across 11 countries.

PURPOSE OF POSITION

The Gender Equality and Social Inclusion (GESI) Specialist will provide technical guidance and leadership on gender and socially inclusive programing for all gender and excluded persons categories within Programming areas. S/he will provide technical support in designing, planning, co-ordinating, Monitoring, Evaluation and Accountability and Learning (MEAL) activities, quality assurance to promote GESI transformative programming including advocacy for favorable policies. S/he will also be responsible for providing capacity building and coaching of project staff on GESI principles, proposal development.

Programme planning and Implementation

  • Design and conduct the project GESI Assessment/analysis to ensure that all planned activities and approaches are at a minimum GESI accommodating or sensitive
  • Contribute to project planning, ensuring that annual work plans, budgets, and other relevant documents are responsive to gender and disability inclusion
  • Design and implement women, youth focused and disability inclusive program activities that are technically sound and effectively address the needs of all participants based on the results from the GESI assessment/analysis
  • Strengthen GESI technical integration into Thrive Programme for increased program quality and impact
  • Provide technical support and advocacy for programmatic activities to support women’s participation and inclusion of vulnerable groups nationally and locally
  • Orient and train staff, partners and participants on gender integration, social inclusion sensitivity and approaches
  • Provide technical supervision and coaching to field GESI staff including coaching, sharing resource and materials, revision of reports, analyzing lessons, etc.
  • Guidelines developed for increased participation of women, youth and people with disabilities
  • GESI transformative budgets for the project are finalized and utilized according to design
  • Efficient delivery of the project
  • Enhanced GESI sensitive results-based reporting
  • Capacity on GESI for THRIVE project technical staff and participants is effectively built at all levels.

Monitoring, Evaluation, Learning, Knowledge Management

  • Work closely with the technical team to ensure gender and inclusion-responsive activities are integrated into project activities and reflected in annual work plans, performance monitoring systems and tools
  • Coordinate with and support the Monitoring, Evaluation, Accountability and Learning (MEAL) team to establish and implement GESI sensitive monitoring, evaluation and reporting systems including working with the MEAL team to ensure data is sex, age and disability disaggregated and analyzed regularly in order to measure GESI-related impacts and outcomes
  • Ensure the integration of GESI-sensitive indicators and strategies into project’s monitoring, evaluation, and learning (MEL) plan
  • Monitor, assess, write progress and final program reports on the implementation of the GESI interventions and ensure compliance in all programming, planning, training, and activities
  • Lead the development of evidence-based GESI strategy, baseline assessments and GESI situational analyses and priorities integrated into all project activities
  • Promote GESI-transformative thought leadership, evidence and learning efforts
  • Provide technical support for GESI research programmes
  • Document GESI related successes, lessons learned, challenges in implementation and recommend appropriate remedial strategies
  • Disseminate GESI promising practices, successes, approaches at all platforms
  • THRIVE GESI reports are shared with partners
  • Staff and stakeholders capacity built in GESI monitoring and reporting is enhanced
  • Volunteer Capacity in GESI monitoring and reporting capacity is enhanced
  • Strategies to increase the use of GESI disaggregated data amongst THRIVE staff and stakeholders
  • THRIVE staff and stakeholders are supported to identify ways to properly document, organize and capture projects’ progress in a GESI sensitive way

Partnering, Networking, External Engagements and Communication

  • Network and liaise with members of the government, civil society organizations and (especially organizations that work with persons with disabilities, women and youth groups) international and national NGOs
  • Engage in networking and coordination with external Donors, stakeholders and partners for resource mobilization and profiling WV GESI program portfolio.
  • Document and share lessons, best practices, approaches and tested models for donors, government and other stakeholders, partners and alliances to further scaling up and reach wider beneficiaries as well as influencing and attracting more resources
  • Coordinate with other relevant internal stakeholders at WV, ensure necessary support, guidance and advice are received towards resource acquisition.
  • Proactively engage with potential donors to pitch WV programming show casing much work in the area of GESI
  • Enhanced working relationship with key GESI partners at all levels for programme sustainability
  • Improved linkages with stakeholders

  Grants/PNS Resource Acquisition

  • Identify problems and opportunities within Thrive program areas and  formulate them into concepts and proposal for donor consideration
  • Participate in the development of concept notes/proposals for resource acquisition within WVG program intervention areas
  • Build and strengthen relationship with sector players or donors to explore funding opportunities
  • Generate evidence from our work in the field to attract more donor funding
  • Enhanced collaboration with RAM development
  • Developed proposals for livelihoods and sustainable economic development

Work Environment:

  • Work environment:  National Office-based with frequent travel to the field
  • Travel:  50% Domestic/international travel is required.

Required Skills or Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Master’s degree in International Development, Gender and Inclusion Studies, social science, Sociology, Women’s Studies/Gender, BA/LLB or related fields. Master’s degree in a relevant field is an added advantage
  • At least five (5) years’ experience in gender, diversity, social inclusion  programming
  • Knowledge and experience of implementing participatory gender and social inclusion methodologies and approaches as it relates to livelihoods and resilience
  • Experience in GESI analysis and assessment, needs assessment and project design, proposal development and research publication
  • Experience in development of strategies and guidelines in order to address various gender issues faced by the livelihood sector, translating this understanding into practical, proactive advice to the sectors’ management.
  • Proven track record in the application of GESI principles in programs and projects
  • Experience in developing GESI learning and training tools
  • Experience GESI transformative monitoring and evaluation, strong analysis and writing reports.
  • Experience in facilitation and training staff and stakeholders on GESI
  • Experience working on development programs funded by major donors
  • Previous experience in gender, diversity, social inclusion and programming in government and NGOs
  • Technical knowledge of GESI considerations within the livelihood and resilience sector

List additional work experience required as a minimum qualification for this position.

  • Demonstrated knowledge of and experience in addressing gender disparities and cultivating opportunities for women’s leadership and participation
  • Knowledge of development issues, trends, challenges and opportunities and implications to community development
  • Good interpersonal skills, influencing skills and cross-cultural sensitivity
  • Commitment to the well- being of children by implementing socially inclusive approaches and methodologies that enhances the full participation of all people regardless of their social characteristics
