Job Description

We are currently seeking qualified candidates for the position of Early Warning Officer to manage our National Early Warning System (NEWS) Centre and support in the implementation of other projects in the country.

  • Job Location: Tamale
  • Duration of Employment: 1 year subject to annual appraisal and renewal.
Job Responsibilities & Expectations
Working under the direct supervision of the Programmes Manager (PM) and in close collaboration with the WANEP Regional Peace Monitoring Centre (PMC), the NEWSEarly Warning Officer  is expected to perform the following functions.
  • Coordinates monitoring, analysis and response activities related to NEWS at national level in collaboration with the PM and WANEP PMC. He/she will liaise with all the NEWS Community Monitors to ensure the smooth day to day functioning of NEWS. 
  • Facilitate the overall monitoring, analysis and response activities related to the National Early Warning System (NEWS) nationwide in a team 
  • Monitors and regularly submits human security early warning data onto the WANEP’s NEWS, ECOWAS WANEP’s partner eEarly Wwarning ansd Response Network electronic platforms – (ECOWARN) (ECOWAS), and the African Union Continental Early Warning System (Commission (AU-CEWS) 
  • S/he will make sure there isEnsures the regular and timely submission of quality data by Community Monitoring Team (CMT) members on NEWS and other WANEP-Ghana’s projects’ platforms.
  • S/he will build the bridge between NEWS and ECOWARN by ensuring that all relevant alerts or data are submitted ECOWARN. 
  • S/he will Pprovides early Warning data, information and analysis when requested. 
  • Provide early Warning information, analyse the national vulnerability to security situation and initiate the production of early warning reports including monthly bulletin, policy brief, quick update, situation tracking, weekly highlights, and other reports when needed/requested on weekly, monthly, quarterly and annual basis. 
  • Lead in the collation of data, data and early warning analysis, preparation and dissemination of weekly highlights, quick updates, monthly, quarterly, annual as well as situational policy briefs
  • The Early Warning Officer will liaise with all the CMTs to ensure the smooth day to day functioning of NEWS.
  • FS/he will fosters collaborative relationships with/between CMTs, civil society and existing State institutions and national early warning structures, conflict prevention, peacebuilding, disaster management and emergency management organisations 
  • Coordinates the development of training modules for Early Warning and strategic responses; training and retraining of the National Early warning actors including the Community Monitors 
  • Liaises with the M and E Coordinator and using a predetermined template, collate all results/impact directly or indirectly attributed to NEWS 
  • Leads the generation and development of country-specific indicators on monitoring threats and violence 
  • S/he will lead in the development of training modules for Early Warning and strategic responses.
  • S/he will coordinate the training and retraining of the National Early warning actors including the Community Monitors 
  • Build conflict maps and trends.
  • S/he will supports various programs or other initiatives at the secretariat as may be directed
  • Maintains up to date contact list of Community Monitoring Team (CMT) members i.e. phone numbers, e-mail addresses, twitter, etc.
  • Maintains up to date project, district, regional and national level contact list of all stakeholders of the early warning organogram

Required Skills or Experience

Knowledge, Skills & Abilities: Qualifications and Experience
  • A first degree in Peacebuilding, Peace Studies, Conflict Transformation, Communication, Political Science, Social statistics or Psychological
  • Minimum of three years working experience in peacebuilding, governance or development.
  • Strong skills in data analysis and discussion, and statistical data presentation and reporting 
  • Strong understanding of political economy, election dispute trends and dynamics and past election dispute management practice; 
  • Ability to pay strict attention to detail; 
  • Working knowledge of database queries and application of indicators; 
  • Ability to organize and prioritize numerous tasks and complete them under time constraints; capacity to take forward advocacy on NEWS whilst supporting programme departments is an added value. 
  • Ability to develop training materials and facilitate workshop trainings
  • Ability to communicate effectively both orally and in writing with strong flair for report writing; 
  • Ability to incur overtime in order to perform the essential duties of the position may require irregular hours;
  • Advanced skills in MS Office applications (Word, Excel, Outlook, and Access at the minimum). 
  • Advanced skills in the use of statistical softwares, graphics, GIS, internet and social media platforms
  • Typing speed of 40 words per minute 
  • Experienced in the use of Microsoft Word, PowerPoint, and Excel application packages
  • Must be conversant in the use of internet-based or online platforms
  • Be able to use social media such as Facebook, Twitter, etc handles professionally.
  • Direct experience in program planning, implementation, monitoring and evaluation.
  • Experienced in preparation for training and workshop facilitation.
  • Must be good team player, open to criticism and be results oriented.
  • Must be peace, culturally and gender sensitive both in interaction and communication.
  • Demonstrable ability to build partnership and program networks.
  • Willing to travel and work outside normal hours.
  • Must not be less than 35 years of age.
  • Experience: A minimum of three years of experience in conflict management, analysis of trends and dynamics of peacebuilding, governance and development, Research and reporting form the essential elements of the experience required. 
  • Education: A Bachelor's degree or equivalent required required in Peacebuilding, Political Science, Sociology, Communication Studies, Peace Studies, Conflict Transformation, Development Studies, or related field.
  • A Master’s degree in the above or ; certificate in Peace and Conflict Studies, political science, Social Statistics, communication and/management will be a plus.
