Background
The Sexual Health and Reproductive Education (SHARE) Project is a five-year (2021 -2026) Global Affairs Canada (GAC) funded project to be implemented as a consortium led by Right to Play, in partnership with WaterAid, the Forum for African Women Educationalists (FAWE), and with FHI 360 as a key technical partner. SHARE project will promote gender equality and the empowerment of women and girls as essential to eradicating poverty and building a more peaceful, inclusive, and prosperous world. Sexual Reproductive Health Rights (SRHR) and Gender Equality (GE) are critical components of public health and social justice. Ensuring adequate budget allocation and timely release of funds by the government for these areas is vital for advancing health outcomes, reducing gender disparities, and promoting overall development in Ghana. Over the period Ghana has made significant strides in promoting SRHR and gender equality. However, challenges remain, including high rates of maternal mortality, limited access to reproductive health services, gender-based violence, and disparities in education and employment opportunities for women. Above challenges call for urgent action by government to address them by prioritizing budget allocation and timely releases both at the national and subnation levels. The SHARE project as part of its mandate will work closely with the local government authorities to build their capacity and ensure district and Municipal Assemblies integrate SRHR and GE budget into their annual budget and release them for implementation. This activity seeks to explore the current situation regarding budget allocation and releases for SRHR and gender equality in the SHARE districts and further assess the effectiveness and challenges MMDAs face in SRHR and GE budgeting and releases. The activity disseminate the outcome of the activity and sensitize District Assembly and Health leadership to prioritize SRHR and GE budgeting.
 
The assignment
WAG seeks the services of a consultant to review four MMDAs Annual budget to ascertain Sexual Reproductive Health Rights (SRHR) and Gender Equality (GE) component, the analysis will generally;
  • Assess the sufficiency of budget allocations for SRHR and gender equality programs and determine if the allocated funds meet the needs and demands of these health sectors.
  • Examine the timeliness and consistency of fund releases compared to allocations and identify discrepancies between allocated and released funds and understand the reasons behind them.
  • Highlight the key challenges in the budgeting process, from allocation to release and utilization and as well identify systemic issues, administrative hurdles, and political influences affecting the budget.
  • Offer evidence-based recommendations to improve budget allocation, release, and utilization and suggest future policy changes and strategic actions to enhance the efficiency and effectiveness of SRHR and gender equality funding.

Specific Tasks

  • Gather and analyze budget documents and reports to evaluate the sufficiency of allocated funds.
  • Examine the release schedules of funds and identify discrepancies between allocated and released amounts.
  • Document systemic issues, administrative hurdles, and political influences affecting budget allocation, release, and utilization.
  • Engage with stakeholders through interviews and surveys to gain insights into the challenges and sufficiency of budget allocations.
  • Synthesize findings and propose improvements for budget allocation, release processes, and policy changes to enhance SRHR and gender equality funding.

Outputs

  • Detailed final SRHR and GE Analysis Report with district specific issues.
  • Report from sensitization using the outcome of the SRHR and GE report.
