JOB SUMMARY
The Monitoring, Evaluation and Learning Coordinator (MELC) reports directly to the MEL Manager. The incumbent receives technical advice and supervision from the Regional MEL Manager. The MEL Coordinator will collaborate with staff in the Country office level and globally through the current Global MEL strategy.
The primary roles and responsibilities of the MEL Coordinator are to (a) Support Right To Play’s country-level monitoring, evaluation and learning plan, within the RTP Global MEL Strategy and specific to country strategies, needs and contexts; (b) Support on the monitoring of program activities, participants, and outcomes and support the development of program reports; (c) support program planning at the country level by coordinating appropriate assessments and by ensuring the communication of measurement findings; (d) support program evaluations; and, (e) help the country office utilize the findings in their program planning and decision-making processes. The MEL Coordinator supports the MEL system across the country and plays an active part in the global Right To Play MEL community by contributing to the organization’s understanding of its program approaches and outcomes.
PRIMARY RESPONSIBILITIES

Supports the data collection process related to program progress and program outcomes
- Coordinates and supports regular monitoring of program outcomes, including yearly outcome assessments.
- Utilizes RTP’s global monitoring system to track program outputs (e.g. trainings conducted, number of program participants, etc.)
- Coordinates the required preparations for MEL administrative activities (e.g. supporting on monitoring the department budget, supporting on HR activities involving departmental hiring)
- Coordinates access to, and retrieval of, secondary data (e.g. school records, community-level health statistics, etc.)
- Supports on the revision of measurement tools and plan with the lens of the local context and identifies and communicates risks, challenges, or sensitivities.

Data storage, analysis and reporting
- Supports data checking to ensure accuracy in data collection and data entry (e.g. conduct ‘data audits’).
- Supports the analysis of quantitative and qualitative data (e.g. descriptive and inferential analyses, identifying themes and sub-themes, etc.)

Monitoring and evaluation plan for RTP country’s programs
- Supports in the review of indicators, measurement plans and MEL tools for relevance and appropriateness within country’s context and proposes revisions as required.
- Supports the development of MEL frameworks for new programs and the tracking of MEL frameworks for existing programs to ensure planning and implementation progresses as needed.
- Supports the planning for baseline, mid-term and final evaluations

Capacity building for MEL through trainings and systems development
- Supports the Africa Region MEL Officer in training of data collection enumerators (e.g. program supervisors, Head Leaders, and partner staff on data collection tools and processes).
- Supports the Africa Office MEL Officer in the provision of workshops as needed on MEL for country staff, partners, stakeholders, etc.

Supporting and facilitating country planning processes
- In collaboration with other staff in the Country Office and the Regional Office, supports in identifying program and decision-making implications of MEL findings.
- Develops summary materials and supports the delivery of presentations on MEL findings to staff, partners, beneficiaries, and/or other stakeholders.

Supporting the development and strengthening of RTP’s Global MEL Strategy
- Participates in RTP’s global MEL initiatives (e.g. Global MEL CoP, Global MEL Working Groups, and Global MEL seminars, trainings, consultations, etc.)
- Shares MEL preferred practices, lessons learned and other insights with RTP MEL colleagues based on contextual experiences.
- Maintains regular communications with the Regional MEL Officer
- Supports other global MEL initiatives as required and as agreed to by the Regional MEL Officer.

Required Skills or Experience
EDUCATION/TRAINING/CERTIFICATION
- Bachelor’s degree in social sciences, development or related discipline.
- Training in Monitoring and Evaluation such as university courses, workshops, certificates.
EXPERIENCE
- 3 years of practical experience developing and implementing monitoring and evaluation frameworks (developing logic frameworks, outcomes, indicators, targets and data collection plans).
- 1 year of practical experience working with social programs preferably with children.
- 3 years leading and conducting data collection, both qualitative (focus groups, interviews, observations) and quantitative (surveys, statistics review).
- Experience conducting rudimentary analysis for quantitative data (descriptive analysis) and qualitative data (identifying key themes and sub-themes).
- Experience managing data sets (coordinating data entry, ensuring data quality, managing data confidential storage).
COMPETENCIES / PERSONAL ATTRIBUTES
- Advanced interpersonal and written and verbal communication skills
- Strong analytical and conceptual skills to think and plan strategically and to identify trends.
- Strong problem-solving skills.
- Ability to work appropriately with a variety of populations and stakeholders, including children, youth, parents, teachers and school administrators, government, and other partners.
- Proven written communication and presentation skills, presenting evaluation findings through a variety of mediums— data visuals (graphs), reports and presentations.
TECHNICAL SKILLS
- A background in program evaluation methodologies
- Understanding of quantitative and qualitative research approaches and best practices, and of child-friendly data collection methods
- Knowledge of SMART indicators
- A strong working knowledge of issues related to development and humanitarian programming (sport for development, health, education, community development, refugee and internally displaced populations, gender equity, inclusion and advocacy)
- Substantial knowledge of monitoring and evaluation processes for NGO programs
- Computer literacy in MS Word, Excel and Internet
LANGUAGES
- Fluency in spoken and written English and local language(s).
DESIRED QUALIFICATIONS (An Asset)
- Ability to work appropriately with a variety of populations and stakeholders, including children, youth, parents, teachers and school administrators, government, and other partners
- Experience designing and leading evaluation or research studies
- Experience conducting data collection with children
- Expertise and experience in training and capacity-building (e.g., developing and delivering workshops, mentoring and supporting colleagues, etc.)
- Expertise and experience in designing data collection tools both qualitative and quantitative
- Experience identifying program implications and recommendations from data findings
- Experience in monitoring and evaluation processes for NGO programs

WORKING CONDITIONS
(A) PHYSICAL ENVIRONMENT AND EFFORT
- The incumbent will be splitting his/her time between the field and the office based on the priorities and as required to attend stakeholders’ meetings, conduct field visits, follow up on the project implementation.

- The incumbent’s job requires concentration, accuracy and attention to deadlines. The incumbent is expected to conduct monitoring and evaluation training session and collect and analyze data with attention to details and accuracy. This involves talking, listening as well as seeing.
