PROJECT IMPACT ASSESSMENT

STRENGTHENING WASH DELIVERY IN SELECTED DISTRICTS IN ASHANTI REGION

Purpose of the assignment
WSUP requires the services of a consultant to conduct an impact assessment of a project that was implemented to strengthen WASH delivery in selected districts in Ashanti region. 
The core objective is to evaluate the efficiency, impact and sustainability of the project in improving access to safe water, sanitation and hygiene practices for 6850 intended beneficiaries made up of 3960 school children and teachers, and 2890 members in target. 
 
Scope of work
Overview and Background
WSUP has been working with the Atwima Kwanwoma district and Juaben municipal Assemblies and their education directorates on the project ‘Strengthening WASH delivery in selected districts in Ashanti region’. The project has developed sustainable WASH infrastructure for schools and communities, built capacity to support operations and maintenance, created demand and facilitated access to household toilets, promoted hygiene behaviours, and strengthened capacity for WASH delivery and monitoring at the district level. Table 1 below shows beneficiary schools/communities and interventions delivered

Scope of work to be completed by consultant
 
The consultant is required to manage the evaluation process including design, data collection analysis and reporting in consultation and agreement with WSUP. All activities are expected to be carried out in a participatory manner to ensure the full engagement of project partners, stakeholders, and target community beneficiaries. The consultant will carry out the below tasks;
 
1. Provide a brief description of the WASH facilities provided in each school/community
2. Measure the project’s impact in relation to the following outcomes
  • Improved WASH access for school children in four schools.
  • Improved provision for menstrual hygiene management.
  • Improved access to water in one community 
  • Increased uptake of household toilets in two communities.
  • Improved monitoring of operations and maintenance of WASH facilities in schools
3. Assess the sustainability of the interventions including but not limited to infrastructural quality, stakeholder/community participation and ownership as well as structures and systems to sustain the gains of the project
4. Document impact through beneficiary case studies. A minimum of 3 case studies shall be produced from among different stakeholders and beneficiaries of the project in the schools, communities and the district
 
Support and guidance to be provided by WSUP to the Consultants
WSUP facilitate introduction to all key stakeholders, communities and schools and provide access to necessary project documents to enable the consultant deliver on the tasks. 
 
Impact assessment location and design
The evaluation shall be conducted in 4 schools and 4 communities. Please refer to Table 1 above for information on schools and communities.
 
The consultant shall propose an evaluation design based on the objectives of the evaluation and manage the entire process from tools development, data collection, analysis to reporting. The design and data collection tools and process shall be shared with WSUP for review and approval

All deliverables will be produced as a draft for discussion and finalised once WSUP has had an opportunity for review and comment. 
The Consultant should expect to be asked to respond to at least one round of comments and questions on draft documents before acceptance by WSUP of final versions. 
Deliverables will not be accepted as evidence for payment processing until they are completed to the satisfaction of WSUP
 
Expected Schedule of the assignment
The consultancy is expected to last between October 2024 to November 2024 with all deliverables expected by 30th November 2024. The consultancy shall be guided by the below milestones

Budget and payment schedule
This consultancy would be a lump sum contract. Payment will be made based upon activities and deliverables being completed to the satisfaction of the Client, as follows: 
  • 20% upon signing of contract
  • 40% on acceptance of deliverable 2 
  • 40% on acceptance of deliverable 3 & 4.
Contract Terms
A standard WSUP consultancy contract format will be used, subject to the Consultant's agreement with the terms. The full template is available on request. In particular, the following clauses should be noted: 
  • All parties must adhere to the guidelines set out in the Safeguarding Policy as set out in WBP1000 (see link https://www.wsup.com/content/uploads/2022/01/WBP1000-Safeguarding-Policy_July2021.pdf) and agree that any allegation made against you or anyone working on your behalf, directly or indirectly, relating to safeguarding or the protection of children, will be reported to WSUP within 72 hours.
  • All parties must adhere to the highest standards of business ethics, and in particular both Parties shall abide by WSUP’s Business Ethics policy detailed in: https://www.wsup.com/content/uploads/2022/01/WBP800-Business-Ethics-Policy-July-21.pdf. 
  • It is the responsibility of the Consultant to ensure that its staff who are working on WSUP projects are covered by appropriate Health and Safety and Insurance policies, including all insurances mandated by the law of Ghana. The Consultant shall use reasonable endeavours to maintain in force public liability and professional indemnity insurance cover which is adequate to protect WSUP against claims arising from the services. The cover arranged by the Consultant shall indemnify WSUP against claims by third parties.

Required Skills or Experience

Consultant Profile
The assignment will require as key-staff: one (1) Team Leader, data collection experts and other key persons the consultant deems necessary for the assignment. The Team Leader should have strong evaluation experience, including experience designing and implementing both qualitative and quantitative methods, and should have experience in evaluation of WASH interventions.

Desirable:
  • Some understanding of the WASH sector
  • Previous experience of working with international NGOs and consultancies 
  • Ability to communicate effectively in the local Twi language
