TERMS OF REFERENCE (TOR) FOR AN EVENTS MANAGEMENT COMPANY FOR THE LAUNCH OF A NATIONAL POLICY DOCUMENT

 

Project Overview
Promoting Results and Outcomes through Policy and Economic Levers (PROPEL) Health is a USAID-funded five-year project awarded to Palladium. PROPEL Health aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation; adequate, predictable, and sustainable health financing; enhanced government stewardship, transparency, and accountability; and use of evidence-based advocacy approaches at global, national, and subnational levels to promote best practices. It focuses on family planning/reproductive health (FP/RH), primary healthcare, and the integration of FP/RH with HIV and maternal and child health (MCH). In Ghana, PROPEL Health will focus on the following broad results areas:
  • Improve accessibility, accountability, affordability, and reliability of quality FP/RH and integrated services, supplies and information through sustainable, resilient, and context-responsive policies.
  • Optimize adequate, predictable, and sustainable financing for health services, supplies, and information to meet program needs and promote equity and quality,
  • Improve environment for government stewardship, accountability, and transparency, and 
  • Ensure evidence-based advocacy approaches are used to promote and implement best practices in health policy, financing, and governance.
The ASK
A reputable events management company to spearhead the organization and management of the launch of a national policy document. The company will be responsible for galvanizing all logistical support required for a successful policy launch.

Background
Across the nation, FP service provision has been steadily expanding through public and private sector providers. Several highly impactful demand creation efforts by government entities and donor funded programs have led to increased awareness creation and addressed some prevailing myths and misconceptions. However, there are still high pockets of low utilization of services and modern contraceptive method uptake, teenage pregnancies and mistimed births.  
 
To increase coverage, availability and utilization of FP services and commodities, the Government of Ghana (GoG) has put in place a comprehensive multisector national FP program housed by the Family Health Division of the Ghana Health Service, which has developed a Costed Implementation Plan for Family Planning (CIP) in Ghana.  
 
This plan has been developed as part of the comprehensive multisectoral strategy to reposition FP programs in Ghana and translate policy intent into realistic actionable program targets and activities. 
PROPEL Health Ghana requests the services of an event organization and management company to lead the successful launch of this CIP during the nation’s Family Planning Week and on World Contraceptive Day on September 26th, 2024.

Scope of Work
The event company will undertake the following responsibilities:
  1. Organize an electronic and systematic registration of all participants for upon their arrival at the launch.
  2. Design a FP week and CIP launch banners and project these as a backdrop for the program. These include other communication materials such as pull-up banners, telescopic flags and metal bases.
  3. Design and offer print and/electronic agenda for the launch in collaboration with PROPEL and the Ghana Health Service (GHS).
  4. Provide the needed décor for the conference room including a stage, podium and other necessary items in collaboration with the conferencing facility
  5. Work with PROPEL and the GHS to ensure that all invitations are sent to required stakeholders and follow-up calls are made to confirm their participation, including functionaries.
  6. Work with conference facility to manage parking spaces especially for high profile dignitaries like the USAID mission representative, ministers and chiefs as indicated in the invitation list.
  7. Arrange for some befitting entertainment such as a cultural troupe, a saxophonist etc. 
  8. Arrange for uniformed ushers, and an MC in collaboration with PROPEL Health and the GHS. 
  9. Coordinate post event coverage such as reporters from key media houses and online media such as Ghana web, Pulse Ghana and social media bloggers

Required Skills or Experience

Selection Criteria
  • Only one event organizer will be hired to work on the event. The selected events management team should have the following requirements:
  • Duly registered and established as an events management organization or company
  • Must be based in Accra
  • Should have existed for not less than 5 years in the event management industry.
  • Should have demonstrable results organizing similar activities.
  • Should show efficiency in coordinating multisectoral audiences, including media participation, engagements with traditional leaders etc.
Presentations of Mockups
The selected event management company will have a briefing with PROPEL and GHS after which they will visit the launch venue. Based on all of these the company will implement the following:
  • Design and share mock-ups with the hiring team.
  • Share all other materials including agenda
  • Run a simulation of the program designs as planned at least one day before the launch date
  • Organize picture and video coverage for the activity
  • Media briefing session ahead of the launch date with the GHS Public Relations Unit and PROPEL Ghana
 Logistics and Budget
The event management company with work with a total budget approved in collaboration with PROPEL Health Ghana
 
Reporting
A launch committee made of PROPEL Health, GHS and other partners has been formed to oversee the work of the event management company. All deliverables shall be reported to this team.
 
Duration of Assignment
  • The assignment is expected to commence on 16th September 2024 and conclude on the 26th September after the launch activity.

Deliverables

  • A program report summarizing activities and plans for the event.
  • Final successful delivery of the launch on September 26th, 2024
