Job Title: Senior Organizational Development and Partnerships (ODP) Specialist  Duty station: Tamale, Northern Region 


The Senior Organizational Development and Partnerships (ODP) Specialist is the lead on all partner, both state and non-state capacity strengthening activities. S/he will develop the capacity of national sub awardee partners to have improved organization, financial and administrative systems so they are well structured and can sustain themselves. On the state partner area, the Senior ODP Specialist will provide mentoring support to address specific capacity gaps of Ministry of Education agencies so as to design and implement key activities of the SAGES Activity.

The Senior Organizational Development and Partnerships (ODP) Specialist will report directly to the Senior Technical Advisor for the SAGES Activity and will be stationed in Tamale, Northern Region.

KEY RESPONSIBILITIES OF THE ROLE

Lead the organizational development of CSO partners 
  • Conduct organizational assessments of Partners to identify areas where the organization could improve its performance, culture, or structure.
  • Develop and implement training programs to enhance Partner skills and knowledge.
  • Facilitate change management efforts, including communications and training.
  • Design and implement performance management programs to ensure that partners are meeting performance standards and goals.
  • Coach Partner managers and employees on leadership and teamwork.
  • Analyse data and create reports to identify trends and opportunities for improvement.
  • Design and implement performance management programs to ensure that partners are meeting performance standards and goals.
  • Promote a culture of continuous improvement within the partner organization and help partners adapt to changes in the market and industry.
Lead the organizational development of Government partners including MoE and target Agencies partners
  • Promoting a culture of continuous improvement within the MoE agency 
  • Support MoE Agency to develop and implement the G2G workplans
  • Support the Agencies with budgeting for annual workplans
  • Support the Agencies to identify key measures of success and measure those on quarterly and annual basis and also work on how to address challenges.
  • Provide TA to Agencies so they coordinate activities based on their key mandates.
Manage relationships between CARE and sub awardee partners
  • Undertake regular review of compliance with provisions of the Partner Grant Agreements
  • Undertake regular due diligence of partners to ensure the maintenance of standards throughout the life of the SAGES Activity.
  • Propose and implement training programmes for partners to ensure compliance with Partner Grant Agreements.
  • Ensure the operationalization of Standard Operating Procedures between CARE and sub-awardee partners
Networking and partnership building
  • Build and sustain effective close working partnerships with colleagues, implementing partners, relevant government counterparts, national stakeholders, donors, and academia through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results on education accountability.
  • Support the CARE Team in preparation of communication and information materials program advocacy to promote awareness, establish partnerships and to gain buy-in.
  • Participate and/or represent CARE in appropriate implementing partner discussions on education accountability and learning outcomes.
Functional excellence, ethical conduct, team leadership and other duties
  • Prepare and disseminate operational performance data and reports and recommend / implement corrective measures to address gaps
  • Lead, mentor, and develop team, fostering a collaborative and high-performance culture
  • Promote awareness and compliance with all of CARE’s relevant polices and guidelines including the safeguarding policy and safeguarding code of conduct, the policy on prevention of and response to fraud and corruption, etc., among staff and partners
  • Monitor and address any ethical concerns or violations promptly according to established protocols.
  • Carry out other duties as assigned

Required Skills or Experience

Knowledge
  • Excellent knowledge and understanding of Ghana and global education policies
  • Familiarity with the Education Accountability Framework
  • Knowledge about education planning, implementation and management
  • Exceptional knowledge in gender equality and social inclusion
  • Knowledge about USAID/Ghana Country Development Cooperation Strategy (CDCS)
  • Familiarity with ethical guidelines and standards in international development.
Experience
  • Minimum 5-7 years of relevant experience working in similar assignments in the setting of an international organization, with deep knowledge and understanding of the policies and operations of Government and Civil Society Organisations as well as policies related to educational development.
  • Demonstrated successful experience working with partners and ability to communicate well with internal and external stakeholders both orally and in writing, based on understanding their interests and needs, and possessing experience with international development topics and issues.
  • Awareness of key donor rules and regulations (in particular U.S. Government)
  • Highly organized, close attention to detail, and ability to effectively prioritize tasks in a fluid environment
  • Ability to develop big-picture perspectives on a program level while paying attention to project-level details.
  • A strong team player with a proactive attitude and able to work independently.
  • Able to work well independently and think innovatively and creatively.
  • Willingness to travel frequently to field offices and partner locations
  • Very strong English writing and editing skills; strong computer skills.
Education 
  • An advanced university degree in one of the following fields is required: education, development studies, psychology, sociology, or another relevant technical field.
