Job Title: Senior BusinessDevelopment Manager |

The Senior Business Development Manager (SBDM) is instrumental in driving strategic resource mobilization (RM) efforts for CARE Ghana. This role involves collaborating with programme, communication, and finance teams, CARE Member Partners (CMPs), and other stakeholders to proactively engage institutional, private sector, and other donors, advancing CARE’s mission, vision, and strategic objectives in Ghana. The SBDM is responsible for identifying and tracking donor funding opportunities, organizing and coordinating donor engagement, and managing proposal development for strategic and large-scale funding opportunities (≥ $5 million). Additionally, the SBDM leads the development and implementation of a robust RM strategy and related processes and tools, while playing a pivotal role in identifying and nurturing partnership opportunities to maximize collective impact. The ideal candidate is innovative, creative, and well-organised, capable of representing CARE’s expertise and capacity effectively to attract donor support and grow and diversify the country office’s portfolio. This role requires seamless collaboration across multiple units and with diverse partners to deliver high-quality, competitive proposals on time.
The Senior Business Development Manager (SBDM) will report directly to the Head of Programmes/Humanitarian and will be stationed in Accra, Greater Accra Region.
KEY RESPONSIBILITIES OF THE ROLE
Strategic Resource Mobilization
- Develop and implement a comprehensive RM strategy aligned with CARE Ghana’s strategic objectives.
- Identify and track donor funding opportunities across institutional, private sector, and other donor landscapes.
- Refresh contextual and donor landscape analyses on a regular basis and guide CO leadership on emerging opportunities and challenges.
- Engage with potential donors, CMPs and global fundraising teams to secure funding and support for CARE Ghana’s programs.
- Maintain the CO’s RM database on FORT tracking pipeline, win/loss ratios, and other relevant indicators.
Donor engagement and relationship management
- Organize and coordinate donor engagement efforts in collaboration with the Country Director, programme leadership, CMP fundraising and technical teams, and strategic partners.
- Maintain a database of existing and potential donors, and track engagement efforts and outcomes across various units.
- Oversee the management of existing donor relationships and the cultivation of new donors, supporting key staff and partners to communicate effectively in response to donor priorities and requirements.
- Liaise with CO and global programme, communications and advocacy teams to ensure that relevant, targeted documents (capability statements, project briefs, impact reports, teaming agreements, success stories, etc.) are produced and updated regularly in readiness for donor engagement opportunities.
- Ensure that CARE Ghana is represented in donor meetings, forums, and conferences to showcase our work and capacity.
Partnership development
- Working closely with programme leadership, identify, recommend and nurture strategic partnerships with diverse organizations and networks including civil society, private sector, government, and community-based entities to pre-position CARE Ghana and enhance our chances of winning major funding opportunities.
- Support CO leadership and programme teams to develop and nurture relationships with key stakeholders to create a network of partners who can collaborate on programmatic initiatives.
- Contribute to the CO’s and CARE’s localization / locally led objectives and commitments with initiatives to strengthen the capacity and positioning of local organizations to lead and manage substantial portions of funded projects.
- Negotiate and formalize partnership agreements, including Memoranda of Understanding (MoU) and contracts, ensuring mutual benefits and clear roles and responsibilities.
- Facilitate collaboration with partners to develop joint proposals and initiatives that leverage the strengths and resources of each organization.
Bid coordination and proposal development
- Lead and manage the proposal development process from scoping to submission for strategic and large funding opportunities (≥ $5 million).
- Coordinate with CARE and partner programme, finance, and operations teams to develop high-quality, competitive proposals.
- Mobilise and coordinate technical, writing, costing, and other relevant expertise to support CARE and partners to develop winning proposals.
- Track and analyse the CO’s performance in proposal development including win/loss rates, efficiency and effectiveness of processes, and partnerships, timeliness, etc.
Ethical Compliance and Other Duties
- Ensure awareness and compliance with all of CARE’s relevant polices and guidelines including the safeguarding policy and safeguarding code of conduct, the policy on prevention of and response to fraud and corruption, etc., among staff and partners.
- Ensure that all communication and public relations activities adhere to organisational and sector-wide ethical standards and principles including CARE’s policies on informed consent and ethical storytelling, as well as donor regulations.
- Monitor relevant trends in the organisation and sector, and recommend / implement improvements to CO policies, procedures, and practices, and ensure awareness and compliance.
- Monitor and address any ethical concerns or violations promptly according to established protocols.
- Act as a spokesperson for CARE Ghana and carry out other duties as assigned by the Country Director.
Required Skills or Experience
Knowledge
- Donor Landscape: Deep understanding of the donor landscape, including institutional, private sector, and other donors relevant to international development.
- Development Sector Trends: Knowledge of current trends, challenges, and opportunities in the international development sector.
- Programme Design: Understanding of programme design and implementation in the context of development and humanitarian work.
- Funding Mechanisms: Familiarity with various funding mechanisms, including grants, contracts, and cooperative agreements.
- Partnership Models: Insight into different partnership models and their applicability in various contexts.
- Monitoring and Evaluation: Knowledge of monitoring and evaluation frameworks and practices to assess partnership and programme effectiveness.
- Financial Acumen: Basic understanding of financial management principles as they relate to proposal budgets and donor compliance.
Experience
- Minimum of 5 years of experience in resource mobilization, business development, or a related role within the international development sector.
- Proven track record of securing significant funding from institutional, private sector, and other donors.
- Experience in proposal development for large-scale funding opportunities (≥ $5 million).
- Experience in donor and partner relationship management.
Education
- Required: Minimum of a bachelor’s degree in international development, business administration, public Administration, or a related field.
- Desirable: Certification or training as a fundraising professional or a related field.
