EXPRESSION OF INTEREST
REHABILITATION AND CONSTRUCTION OF WATER, SANITATION, AND HYGIENE INFRASTRUCTURE IN HEALTH CENTERS IN THE BONGO, KASSENA NANKANA MUNICIPAL, KASSENA NANKANA WEST AND BUILSA NORTH MMDAS
Background
WaterAid Ghana (WAG) in collaboration with Global Affairs Canada is implementing the Sexual Health and Reproductive Education (SHARE). The SHARE program was designed as a gender-transformative, human-rights progressive sexual and reproductive health and rights (SRHR) program. SHARE’s ultimate outcome in Ghana is to increase the enjoyment of health-related human rights by adolescent girls and young women in four districts: Bongo, Builsa North, Kassena Nankana West, and Kassena Nankana Municipal, in the Upper East Region.
A key aspect of the SHARE project is to improve water, sanitation, and hygiene (WASH) facilities in selected healthcare facilities (HCFs) to deliver quality adolescent-friendly and gender-responsive priority services addressing the needs of adolescents and young people, particularly girls and young women. WaterAid Ghana seeks to undertake rehabilitation, and construction works to establish model WASH facilities in HCFs, which include refurbishment of Adolescent and Youth Friendly Spaces (AYFS), Sanitation, Menstrual Health and Hygiene (MHH) and Waste Management Facilities in selected HCFs.
The HCFs were shortlisted based on those that already have access to an improved water source on-premises as determined by a Joint Assessment and Monitoring Program in consultation the District Assembly and the Health Directorate for each of the four Districts. However, rehabilitation alone will not be sufficient to provide safe and adequate services as the current structures do not meet national guidelines and, in many cases, are not structurally sound. Therefore, the re-construction of WASH infrastructures will be required to ensure structural integrity of the facilities and sustained use and provision of good hygiene and MHH services. This includes proper hand washing facilities, running water in health center treatment rooms, adequate toilets, and basic waste management facilities.

Required Skills or Experience
Technical and financial proposals of organizations should reflect the following:
- Expertise in areas defined and evidence of providing high quality and professional WASH service delivery, advocacy and influencing, and/or organizational development and capacity building.
- Evidence of registration with the Government of Ghana.
- Local Presence: have a functional office in the project district and/or region.
- Experience with assignments of a similar nature in the last 5 years or demonstrated ability to deliver on the assignment.
- Experience managing multilateral and bilateral donor funds, private sector, and foundation grants (e.g., GAC, USAID, CIDA/DFATD, CNHF, FCDO, WB, UN, EU/EC, SNV, BMGF, etc)
- Governance Structure- Board of Directors or a similar structure in place.
- Policies and procedure documents that guide the activities and operations of the organization will be reviewed post-selection as part of due diligence. Examples of such policy documents are finance manuals, human resource policies, health and safety policy, child protection policy, etc.
- References/Referees (3): 2 must be technical referees in areas of work interest.
- Audited annual statements of accounts of the three (3) preceding years, audited by a properly certified person or entity recognized by a national or international professional body.
- Key personnel List and CVs relevant to the above. A Letter of Commitment is required for external staff that may be hired to support any aspect of this assignment.
- Goodwill at the community level.
