Project Background

The USAID funded Ghana Fiscal Accountability Strengthening Activity (FASA) will work in key areas of Ghana’s public financial management (PFM) ecosystem to enhance the accountability, transparency, and efficiency of public expenditures. After the country defaulted in 2022, significantly raising the cost of living for most Ghanaians, international and domestic attention turned to the government. Building on the foundation laid by previous reforms, FASA will partner with key Ghanaian institutions such as the Ghana Audit Service and the Controller and Accountant General’s Department to raise the bar for fiscal accountability at national and subnational levels.

Position Purpose

Reporting to the District Engagement Manager, the District Coordinator is responsible for overseeing and implementing the district engagement strategy for the USAID Fiscal Accountability Strengthening Activity, at the district level. This involves coordinating with local government officials, civil society organizations (CSOs), and the media to promote fiscal accountability, transparency, and citizen participation at the district level.

Key Duties & Responsibilities

  • Oversee the implementations of the district engagement strategy at the district level for at least three districts.
  • Identify key stakeholders at the district level, including government officials, CSO representatives, and media outlets and build and maintain relationships with these stakeholders.
  • Provide training and technical assistance to district-level government officials and CSOs on fiscal accountability principles, transparency measures, and citizen participation.
  • Work with national level officials to implement ministry, department, and agency (MDA) training programs within district-level governments.
  • Facilitate the development and implementation of advocacy campaigns and events to promote fiscal accountability at the district level.
  • Support CSOs in mobilizing citizens to participate in advocacy efforts.
  • Collaborate with local radio stations to raise awareness of fiscal accountability issues and promote citizen participation.
  • Facilitate media training and support the production of investigative reports on fiscal accountability.
  • Track the progress of district engagement activities and document their impact.
  • Collect data on citizen participation, government responsiveness, and other relevant indicators.
  • Prepare regular reports on district engagement activities and their outcomes.
  • Support the development of tools and guides for subnational governments on GIFMIS, IPSAS, and audit standards that can be disseminated across districts
  • Facilitate district government participation in national level conferences and peer-to-peer exchanges.

Required Skills or Experience

  • Bachelor's degree in public administration, political science, international development, or a related field. A Master’s degree is preferred.
  • At least 7 years of experience working in development or governance-related fields.
  • Experience working with government officials, civil society organizations, and the media.
  • Strong understanding of fiscal accountability and transparency issues.[AK1] 
  • Excellent communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Proficiency in English Language is required. Knowledge of local languages is desired.
  • Willingness to travel within the district and to Accra as needed.
