Project Background

The USAID funded Ghana Fiscal Accountability Strengthening Activity (FASA) will work in key areas of Ghana’s public financial management (PFM) ecosystem to enhance the accountability, transparency, and efficiency of public expenditures. After the country defaulted in 2022, significantly raising the cost of living for most Ghanaians, international and domestic attention turned to the government. Building on the foundation laid by previous reforms, FASA will partner with key Ghanaian institutions such as the Ghana Audit Service and the Controller and Accountant General’s Department to raise the bar for fiscal accountability at national and subnational levels.

Position Purpose

The Parliamentary Liaison is responsible for developing and maintaining relationships with members of the Public Accounts Committee (PAC), a committee in the Ghanaian Parliament, and provide training and technical assistance to promote their role in fiscal accountability, transparency, and citizen participation. This involves helping members identify and advocate for legislative reforms, providing technical assistance to specific committee members, including PAC, and facilitating dialogue between the Parliament and other stakeholders, particularly the Ghana Audit Service and ministries, departments, and agencies’ Audit Committees

Key Duties & Responsibilities

  • Identify and build relationships with key parliamentarians and parliamentary committees relevant to fiscal accountability.
  • Support members to identify and advocate externally for legislative reforms that promote fiscal accountability, transparency, and citizen participation.
  • Provide technical assistance to parliamentarians on fiscal accountability issues and best practices.
  • Conduct research and analysis on fiscal accountability-related legislation and policies.
  • Identify opportunities for policy improvements.
  • Provide recommendations to parliamentarians and government officials to improve oversight of audit reports.
  • Facilitate dialogue between parliamentarians and civil society organizations particularly on PAC findings
  • Provide training and technical assistance to parliamentarians and their staff on fiscal accountability issues.
  • Facilitate the development of digital tools and systems for audit recommendation follow-up
  • Track the progress of parliamentary engagement activities and document their impact.
  • Collect data on legislative reforms related to PAC hearings, processes, and oversight of audit findings and their effectiveness.
  • Prepare regular reports on parliamentary engagement activities and their outcomes.

Required Skills or Experience

  • Bachelor's degree in political science, public policy, law, or a related field. A Master's degree is preferred.
  • At least 9 years of experience working with the Ghanaian Parliament, preferably with PAC, the Ghana Audit Service, or a related field.
  • Connections with relevant CSOs.
  • Strong understanding of the Ghanaian political system and legislative processes.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Proficiency in English and local languages.
