Project Background

The USAID funded Ghana Fiscal Accountability Strengthening Activity (FASA) will work in key areas of Ghana’s public financial management (PFM) ecosystem to enhance the accountability, transparency, and efficiency of public expenditures. After the country defaulted in 2022, significantly raising the cost of living for most Ghanaians, international and domestic attention turned to the government. Building on the foundation laid by previous reforms, FASA will partner with key Ghanaian institutions such as the Ghana Audit Service and the Controller and Accountant General’s Department to raise the bar for fiscal accountability at national and subnational levels.

Position Purpose

The Transparency and Accountability Expert is responsible for providing technical assistance and training on transparency and accountability issues to government officials, civil society organizations (CSOs), and the media. This includes supporting the development and implementation of transparent governance mechanisms, promoting citizen participation in oversight over the Government of Ghana on PFM issues, and enhancing public access to PFM information and data.

Key Duties & Responsibilities

  • Provide technical assistance to government agencies on transparency and accountability best practices.
  • Support the development and implementation of transparency and accountability policies, procedures, and tools.
  • Assist in the preparation and analysis of transparency reports and ensure compliance with transparency regulations and guidelines.
  • Train government officials, CSOs, and the media on transparency and accountability principles, citizen participation, and PFM information access.
  • Support the development of capacity-building initiatives in transparency and accountability at the district and national levels.
  • Support advocacy campaigns aimed at promoting transparency and accountability in government.
  • Facilitate dialogue between government officials, CSOs, and the public on transparency and accountability issues. Collaborate with FASA’s Communications Specialist and FASA’s Subcontractor, International Budget Partnership’s Global Initiative for Fiscal Transparency.
  • Supervise FASA’s Civil Society and Media Engagement Specialist.
  • Promote public access to PFM information through online platforms and other channels.
  • Support the development of open data initiatives.
  • Advocate for the adoption of transparency standards in government.
  • Track the progress of transparency and accountability initiatives and document their impact.
  • Collect data on public access  to PFM information such as on audits, district budgets and budget execution and citizen participation in PFM transparency and accountability activities.
  • Prepare regular reports on transparency and accountability activities and their outcomes.

Required Skills or Experience

  • Bachelor's degree in public administration, political science, law, or a related field. A Master's degree is preferred.
  • At least 10 years of experience in transparency, accountability, or governance-related fields.
  • Strong understanding of transparency and accountability principles, good governance, and citizen participation.
  • Experience working with government agencies and civil society organizations.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Familiarity with Social and Behavior Change (SBC) principles.
  • Proficiency in English language.
