Project Background

The USAID funded Ghana Fiscal Accountability Strengthening Activity (FASA) will work in key areas of Ghana’s public financial management (PFM) ecosystem to enhance the accountability, transparency, and efficiency of public expenditures. After the country defaulted in 2022, significantly raising the cost of living for most Ghanaians, international and domestic attention turned to the government. Building on the foundation laid by previous reforms, FASA will partner with key Ghanaian institutions such as the Ghana Audit Service and the Controller and Accountant General’s Department to raise the bar for fiscal accountability at national and subnational levels.

Position Purpose

The Budgeting and Transparency Expert is responsible for providing technical assistance and training on budgeting and transparency issues to government officials and civil society organizations (CSOs). This includes supporting the development and implementation of transparent and accountable budgeting processes, promoting citizen participation in budget development and oversight, strengthening internal audit and internal controls, facilitating collaboration between districts, and improving change management.

Key Duties & Responsibilities

  • Provide technical assistance to government agencies on budgeting and transparency best practices.
  • Support the development and implementation of transparent budgeting processes.
  • Assist in the preparation and analysis of budgets and ensure compliance with budgeting regulations and guidelines.
  • Support the development of capacity-building initiatives at the district and national levels.Facilitate collaboration between districts and between Internal Audit Units, Ghana Audit Service, ministries, departments, and agencies (MDAs) to address audit findings
  • Support improved managers’ leadership and change management skills.
  • Conduct gap assessments.
  • Strengthen cash management and cash flow forecasting.
  • Strengthen internal audit and collaboration between Internal Audit Units and MDAs.
  • Develop and provide training and technical assistance to Internal Audit Units.
  • Support long-term improvements in information technology (IT) and personnel at the district level through adherence to internal controls, strengthened technical skills and understanding of the Ghana financial management information system, and development of peer-to-peer technical support,
  • Support advocacy campaigns aimed at promoting transparency and accountability in budgeting processes.
  • Track the progress of budgeting and transparency initiatives and document their impact.
  • Collect data on public access to budget information and citizen participation.
  • Prepare regular reports on budgeting and transparency activities and their outcomes.

Required Skills or Experience

  • Bachelor's degree in public administration, economics, finance, or a related field. A Master's degree is preferred.
  • At least 10 years of experience in budgeting, finance, or public administration.
  • Strong understanding of budgeting principles, transparency measures, and public finance management.
  • Experience working with government agencies and civil society organizations.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Familiarity with PFM best practices, particularly related to internal audit, internal controls, and Ghana Integrated Financial Management Information System (GIFMIS)
  • Familiarity with Social and Behavior Change (SBC) principles.
  • Proficiency in English and local languages.
