Project Background

The USAID funded Ghana Fiscal Accountability Strengthening Activity (FASA) will work in key areas of Ghana’s public financial management (PFM) ecosystem to enhance the accountability, transparency, and efficiency of public expenditures. After the country defaulted in 2022, significantly raising the cost of living for most Ghanaians, international and domestic attention turned to the government. Building on the foundation laid by previous reforms, FASA will partner with key Ghanaian institutions such as the Ghana Audit Service and the Controller and Accountant General’s Department to raise the bar for fiscal accountability at national and subnational levels. 

Position Purpose

The Monitoring and Evaluation and Leaning/Communications Specialist (MEL Specialist) will support monitoring and evaluation for the project by drafting, monitoring, and reporting on the monitoring and evaluation plan and progress against each activity. In monitoring/facilitating sub-activities, s/he will ensure technical support to each activity area is effective and efficient. The Specialist will work with the Chief of Party, Deputy Chief of Party, and Monitoring, Evaluation and Learning Manager to develop and present to USAID a detailed communications, outreach, and knowledge management strategy and plan.

Key Duties & Responsibilities

  • Collect data on program performance and impact, including undertaking field visits to activity sites
  • Contribute to contract reporting requirements and success stories, conduct periodic data quality and completeness reviews, and assist the Monitoring, Evaluation, and Learning Manager in analysis and interpretation of project rdata
  • Oversee and manage the monitoring and evaluation system, including implementing the AMELP, developing data collection methodology and tools, and leading complex statistical analyses and MEL reporting 
  • Support the Social and Behavior Change (SBC) Specialist in the assessment and communication of SBC related interventions and results. 
  • Work with the Civil Society and Media Engagement Specialist to develop materials regarding FASA’s communications to media organizations and CSOs. 
  • Manage the implementation of baseline surveys, the tracking of program indicators and progress towarss targets, and gather qualitative and quantitative data related to those indicators . 
  • Provide performance monitoring and evaluation to FASA including developing or selecting appropriate indicators, implementing systems to safeguard the collection and management of program data, and recommending changes to performance monitoring and work plans.
  • Provide technical assistance and training on tools and methodologies to staff and local partners as needed.
  • Coordinate with the Communications Specialist to ensure timely preparation of MEL related progress reports on a weekly, monthly and quarterly basis
  • Provide support to local partners to develop and test theories of change, develop relevant MEL capacities and facilitate forums for information sharing and learning 
  • Provide data analysis in support of  periodic reporting and the development of success stories
  • Conduct internal and grantee Data Quality Assessments (DQAs) to test the validity, integrity, precision, reliability and timeliness of data used to measure project outcomes and impact
  • Work with technical experts to organize meetings, document best practices and methodologies, and share lessons learned with partners and other internal and external stakeholders. 
  • Aggregate information from all offices for quarterly and annual reports, and produce pamphlets, brochures, videos, communicating FASA’s achievements.
  • Perform other duties as assigned by the Monitoring, Evaluation, and Learning Manager

Required Skills or Experience

  • Bachelor’s degree in statistics, social sciences or related field. Master’s degree strongly preferred.
  • At least 8 years of progressively responsible experience in monitoring, evaluation, program management, or knowledge management 
  • At least 2 years of experience in a USAID MEL function with responsibility for data collection and maintenance of MEL systems in Ghana
  • Substantial experience with baseline survey design, supervision of ennumerators and analysis  
  • Experience training local partners and staff in MEL and knowledge management initiatives
  • Excellent writing and organizational skills and experience preparing well-substantiated reports
  • Demonstrated ability to work collaboratively with government partners and other stakeholders 
  • Proficiency in database management and data analysis software (SPSS, STATA, R, or similar)
  • Strong domain of data collection platforms (ODK, KoboCollect, CommCare, or similar) and data visualization platforms (PowerBI, Tableau, or similar), preferred.
  • Excellent writing, speaking, and reading skills in English Language.
