Project Background

The USAID funded Ghana Fiscal Accountability Strengthening Activity (FASA) will work in key areas of Ghana’s public financial management (PFM) ecosystem to enhance the accountability, transparency, and efficiency of public expenditures. After the country defaulted in 2022, significantly raising the cost of living for most Ghanaians, international and domestic attention turned to the government. Building on the foundation laid by previous reforms, FASA will partner with key Ghanaian institutions such as the Ghana Audit Service and the Controller and Accountant General’s Department to raise the bar for fiscal accountability at national and subnational levels. 

Position Purpose

The Monitoring, Evaluation, and Learning Manager will oversee the Monitoring, Evaluation & Learning (MEL) system, applying the Managing for Development Results approach for adaptive management, incorporating activity results into each stage of the project cycle: planning, delivering, assessing, and adapting.

Key Duties & Responsibilities

Monitoring and Evaluation
  • Lead all aspects of the project's monitoring, evaluation and learning (MEL) system, including developing and sustaining systems to track all project indicators, the MEL database system, and the MEL team. 
  • Manage all data collection and reporting procedures, including staff- supervision responsibilities.
  • Develops, implements and continuously improves FASA’s Activity Monitoring, Evaluation and Learning Plan (AMELP) for review, analysis and communication of results.
  • Periodically review and refine as necessary the MEL plan and adaptive management processes.
  • Work collaboratively and on an ongoing basis with technical component leads and management to coordinate successful implementation of the MEL system.
  • Directs indicator tracking of progress throughout the project’s lifetime, highlighting potential areas of improvement and assisting with redirecting project activities to meet targeted results. 
  • Organize and provide additional MEL training to staff, and partners, as necessary.
  • Meet with USAID counterparts to brief on MEL implementation.
  • Work with the FASA Social and Behavior Change (SBC) Specialist to facilitate the monitoring of SBC related interventions. 
  • On a quarterly and semi-annual basis, consolidate monitoring reports and, in coordination with FASA management, analyze results to produce reports for submission to USAID.
Learning and Adaptation:
  • Use MEL findings to identify and document lessons learned and inform program adjustments.
  • Facilitate knowledge sharing and learning within the program.
  • Support the implementation of adaptive management strategies.
Reporting and Communications
  • Oversee project communications strategy, including qualitative and quantitative content and analysis, and communication quality assurance
  • Supervise the Monitoring Evaluation & Learning/Communications Specialist and coordinate with the District Engagement Manager and the SBC Expert. 

Required Skills or Experience

  • A Bachelor’s degree in a related field with a minimum of 9 years of relevant work experience. A Master’s degree is preferred.
  • Experience on USAID projects in monitoring and evaluation of policy reform or capacity development, with demonstrated capabilities in methodologies appropriate to complex change processes
  • Demonstrated experience designing and conducting data quality assessments and data audits
  • Experience conducting knowledge management and dissemination activities on similar programs
  • Demonstrated ability to work collaboratively with institutional and private-sector partners and stakeholders
  • Familiarity with social and behavior change (SBC) applications and theory 
  • Excellent writing and organizational skills and experience preparing well-substantiated reports
  • Demonstrated ability to work collaboratively with government partners and other stakeholders
  • Experience training local partners and staff in MEL
  • Proficiency in database management and data analysis software (SPSS, STATA, R, or similar)
  • Strong domain of data collection platforms (ODK, KoboCollect, CommCare, or similar) and data visualization platforms (PowerBI, Tableau, or similar).
  • Proficiency with MS Office software
  • Excellent writing, speaking, and reading skills in English Language.
