Job Title: HR Compliance Officer  Duty station: Accra, Greater Accra Region
 
The Human Resource Compliance Officer is responsible for ensuring that all HR policies, procedures, and practices comply with internal standards, legal requirements, and organizational regulations. The role involves monitoring HR activities to ensure adherence to labor laws, company policies, and data protection regulations. The HR Compliance Officer will support areas such as recruitment, onboarding, employee relations, safeguarding, and Diversity, Equity, Belonging, and Inclusion (DEBI). This role ensures CARE Ghana's HR practices promote a compliant, inclusive, and positive work environment while maintaining confidentiality and providing exceptional customer service. The incumbent will address issues with tact, maturity, and diplomacy, contributing to a compliant and ethical workplace.
 
The HR Compliance Officer will report directly to the Human Resource Manager and will be stationed in the Main Office, Accra, Greater Accra Region.
 
KEY RESPONSIBILITIES OF THE ROLE

Manage Employee Documentation and Compliance 
  • Maintain accurate, complete, and legally compliant employee records, ensuring secure storage of personal and sensitive information.
  • Ensure data protection regulations are strictly followed, with adherence to internal confidentiality policies.
  • Prepare documentation for legal proceedings, audits, or investigations as required.
  • Track and manage employee contract documentation, including renewals, terminations, and probation compliance.
  • Conduct periodic internal HR audits to assess compliance and report on findings.
  • Support HR external audits and ensure compliance with organizational policies and legal requirements.
  • Identify potential compliance risks within HR operations and suggest mitigation strategies.
  • Maintain up-to-date knowledge of legal requirements, including health and safety regulations, data protection laws, and employment standards.
  • Provide training to HR staff and managers on compliance-related issues, policies, and legal requirements.
Leave Management
  • Review leave applications in accordance with organizational policies, ensuring adequate staffing levels are maintained.
  • Ensure all employee leave data is recorded and updated in the HR system, tracking annual leave, sick leave, maternity/paternity leave, and other leave types.
  • Regularly communicate with employees about their leave balances and entitlements, addressing any queries or discrepancies.
  • Collaborate with department heads and supervisors to manage leave plans, ensuring smooth operations and appropriate coverage.
  • Provide guidance to employees on the company’s leave policy, including the process for requesting leave and their leave rights.
Handle the petty cash and the safe
  • Keep the petty cash and pay/reimburse invoices and receipts according to the CARE Ghana petty cash policy.
  • Issue receipts for payments made by staff and other stakeholders.
  • Record petty cash transactions and produce appropriate reports on time
  • Account for all petty cash expenditures and prepare replenishment requests when two-thirds of the money is spent.
  • Keep all CARE cheque books and disburse them to the Finance department according to the policy.  Ensure that finished cheque books stubs are properly kept.
Assist the HR Specialist in the management of staff benefits 
  • Assist in enrolling new employees in benefit programs and making updates to employee benefit records (e.g., health insurance, pension, etc.)
  • Support in liaising with benefit providers (Health insurance, pension, etc.) for smooth processing of claims or changes in staff benefits.
  • Maintain accurate records of staff benefits, ensuring that all documentation is complete and stored securely.
  • Respond to staff questions about benefit plans, eligibility, and procedures.
  • Help in drafting and distributing communication materials related to employee benefits, such as updates to policies or new programs.

Required Skills or Experience

  • Proven language proficiency in written/spoken English. 
Experience
  • Minimum of 2-3 years of experience in an HR role, preferably within an international NGO or similar organization.
Education 
  • Degree in Human Resources Management, Business Administration or related fields.
