Project HOPE has implemented more than 500 programs in over 130 countries in a wide range of healthcare areas including HIV/AIDS, tuberculosis (TB), malaria, reproductive maternal new-born and child health, and non-communicable diseases. Our work has involved strengthening health systems through established functional health management information systems, supply chain management, and strengthening the health work force to improve quality and delivery of care.

Project HOPE is legally registered to operate in Ghana (registration number ET001021222) since December 2022 to conduct and support programs and activities aimed at solving some of the world’s greatest public health challenges, with a specific focus on enabling health workers to have the greatest possible impact on the health of the people they serve, strengthening and improving health systems, providing disaster and humanitarian relief and fostering and promoting health policy research and thought leadership.

Job Description

BACKGROUND ON Ghana IHP
The purpose of the USAID-funded Ghana Integrated Health Partnership (IHP) activity to strategically contribute to the Government of Ghana’s strategies to reduce preventable maternal, newborn and child deaths, including stillbirths, and improve their overall health and well-being by 2030. Activities are expected to advance Ghana toward increased localization, strengthening the capacity of Ghana institutions and local organizations to introduce, deliver, scale-up, and sustain the use of evidence-based, quality MNCH, voluntary family planning, malaria, and global health security services. The project will increase access, utilization and quality of maternal and child health, family planning, malaria, and nutrition services to reduce preventable maternal, newborn and child deaths in northern Ghana.
 
POSITION SUMMARY
Project HOPE seeks a Regional Program Manager (RPM), Wa to oversee technical and programmatic operations in the Wa region, including oversight of regional-level staff. The RPM will oversee program operations at the regional level, serve as a liaison between the central project team and Wa regional team, and represent Project HOPE as necessary at the regional level. The RPM will manage M&E, program, and administrative staff. This position will coordinate startup activities and develop/support regional budgets, implementation, and reporting structures. They will liaise with sub-grantees, regional stakeholders, and program staff.  
 
PRINCIPAL RESPONSIBILITIES
Program Implementation & Operations
  • Provide overall technical guidance to the regional team based on guidance received from the central unit, make recommendations for improvements in program delivery and outcomes, and follow up with staff to implement recommendations.
  • Develop program technical content and ensure use of up-to-date quality technical materials and guidelines.
  • Serve as the primary regional contact, communicating frequently and addressing operational challenges. 
  • Review regional reports and data and assess quality through regular exchange with the program and central teams. Collaborate with technical and M&E staff to monitor achievement of program objectives, making site visits as appropriate.
  • Prepare regional project results and reports in an appropriate format and in collaboration with regional staff, M&E staff, and others. 
  • Support the development of program planning documents including workplans, implementation plans, M&E plans, program design, startup, and closeout plans. 
  • Oversee systematic and continuous data collection and analysis on progress of activities and monitor progress over time.
  • Ensure that the program is in compliance with local, national, donor, and Project HOPE laws, policies, regulations, requirements, and procedures. 
  • Assist in the recruitment, selection, and training of regional staff. 
  • Monitor the progress of each sub-grant and assist with the identification of issues.
  • Implement and scale the program using previously developed procedures and creating new ones when necessary.  
  • Ensure annual budgets align with performance objectives and review monthly financials to ensure the program is spending in accordance with its budget.
Training and Communication
  • Maintain frequent communication with the central PMU, sub-grantees, regional stakeholders, and others to ensure program objectives are communicated and ensure that the coordination of program supplies is within budgeted targets. 
  • Develop and maintain strong working relationships with partner, donor, and government staff.
  • Attend and actively participate in coordination meetings.
  • Support the training and professional development of regional staff. 
  • Represent Project HOPE at events and in collaboration efforts with external partners, government officials, and donor representatives.
  • Contribute to the sharing of “lessons learned” from other relevant programs carried out by Project HOPE and programs implemented by other organizations.
Fulfill other duties and responsibilities as may be reasonably assigned by the DCoP.

Required Skills or Experience

SKILLS, EDUCATION, AND EXPERIENCE
  • Master’s degree required in a directly relevant area.
  • Minimum of 7 years of professional experience in public health, medical, or program management positions. 
  • Extensive experience managing complex projects and grants, ideally US Government funded with RMNCH/PHC focus. 
  • Familiarity with relevant regional stakeholders and local public health initiatives.
  • Experience with clinical practice in Ghana preferred. 
  • Ability to effectively present information and respond to questions from the Regional and HQ teams, government officials, and partners.
  • Strong interpersonal and communication skills and able to work effectively with field, central, and HQ staff. 
  • Experience managing multiple priorities and functioning as a team/program leader.
  • Full computer literacy.
  • Fluency in written and spoken English.
