Job Description

The Ghana Fisheries Recovery Activity (GFRA) aims to prevent the collapse of the small pelagic fishery sector in Ghana while improving the supplemental livelihoods, resilience, and food security of coastal communities. GFRA seeks to improve supplemental livelihoods and resilience measures for fishing communities, particularly for women and youth; facilitate private sector engagement and market linkages in the fishing sector; strengthen government capacity in policy making, regulation, and enforcement; strengthen improved science and research, including data for policy and management decisions; and empower key stakeholders to effect change. 
 
The Livelihoods Officer will work closely with the Sustainable Coastal Livelihood Specialist (SCLS), grantees, and other members of the GFRA team to identify and support the implementation of supplementary livelihoods that are socially and financially suitable for youth aged 15-35 years engaged in the fisheries sector. S/he will support the SCLS to identify and facilitate the training and set up of supplementary livelihoods activities that build on skills of youth in fisheries and strengthen their technical and financial capacity. 
 
The candidate must demonstrate a strong understanding of a systems approach within the informal skills training sector, understanding the interrelationship between initiatives to address skills development, enterprise development through mentoring and improved access to finance for youth in fisheries. 
 
In addition to directly supporting GFRA’s implementation of the livelihoods activities, the position also plays a key role in maintaining relationships with key fisheries associations (GNCFC and NAFPTA) and coordinating and monitoring the activities of GFRA’s implementing partners and grantees to ensure the success of the livelihoods program.

MAIN RESPONSIBILITIES AND TASKS
The Livelihoods Officer will play a major role in facilitating the training, set up and mentoring of youth in fisheries. Specifically, he/she will:
  • Work with Livelihood Specialist to review concept notes and proposals to select grantees and consultants who will facilitate the training of youth in fisheries interested in taking up supplementary livelihoods.
  • Work with fisheries associations, fish processing organizations and GFRA partners to identify, screen and select youth in fisheries who will be interested in pursuing a supplementary livelihood.
  • Support the regular monitoring of beneficiaries in training and those who have completed training to ensure uptake.
  • Support the training for livelihood beneficiaries in financial literacy, entrepreneurship, financial management and technical skills relevant to supplemental livelihoods.
  • Improve beneficiaries access to financial products by linking them to local financial institutions, Micro Insurance and Village Savings and Loans. 
  • Document lessons learned on the implementation of the livelihood program and its impact on participant’s incomes and livelihoods.

Required Skills or Experience

QUALIFICATIONS
  • Bachelor’s degree in degree in economic development, business, or a relevant field
  • 3-5 years of experience designing and implementing livelihoods activities 
  • Experience with supplementary livelihoods and micro-entrepreneurship, specific experience working with small scale fisheries value chains preferred.
  • Experience successfully integrating youth into livelihoods activities.
  • Experience supporting financial literacy and access to finance for start-ups.
  • Ability to develop effective working relationships with local organizations, community groups, microfinance institutions, and other program partners and stakeholders. 
  • Ability to conceptualize, plan, guide, and implement livelihoods and community business strengthening, with demonstrated experience in enterprise development.
  • Demonstrated ability to work within cross-cultural teams. 
  • Proven ability to meet targets and deadlines for a project of similar scope and size.
  • Excellent communication skills and demonstrated track record of working effectively in a teamwork environment.
  • Experience providing technical assistance, including organizing and conducting workshops and trainings

LANGUAGES

  • Advanced level in English. Proficiency in coastal languages is an added advantage.
