PROJECT BACKGROUND
The USAID funded Ghana Fiscal Accountability Strengthening Activity (FASA) will work in key areas of Ghana’s public financial management (PFM) ecosystem to enhance the accountability, transparency, and efficiency of public expenditures. After the country defaulted in 2022, significantly raising the cost of living for most Ghanaians, international and domestic attention turned to the government. Building on the foundation laid by previous reforms, FASA will partner with key Ghanaian institutions such as the Ghana Audit Service and the Controller and Accountant General’s Department to raise the bar for fiscal accountability at national and subnational levels. 
 
POSITION PURPOSE
The Communications Manager is responsible for developing and implementing a comprehensive communications strategy for the project, promote its objectives, and disseminate information to key stakeholders. This includes managing media relations, developing and distributing communication materials, and overseeing the Activity's social media presence. The Communications Manager will organize meetings, document best practices, and share lessons learned. S/he will work report to the Chief of Party and work with the Deputy Chief of Party, Civil Society & Media Engagement Specialist, SBC Expert and the Monitoring Evaluation and Learning Manager to develop a detailed communications plan for the activity. 
The Communications Manager will serve as the FASA  focal point with USAID to ensure the FASA communications materials, social media content and related communications information is in compliance with USAID branding and marking standards and requirements.
 
KEY DUTIES & RESPONSIBILITIES
  • Develop the project’s communications, outreach and knowledge management plan. 
  • Engage with local and national media and utilize social media tools to raise awareness about fiscal accountability, as well as publicize product launch events and sites. 
  • Work with technical experts to organize meetings, document best practices and methodologies, and share lessons learned with partners and other donor projects. 
  • Aggregate information from the District Coordinators for quarterly and annual reports, and produce pamphlets, brochures, videos, publicizing FASA’s achievements.
  • Contribute inputs for bi-weekly, quarterly, and annual reports and project success stories as required.
  • Produce activity updates, newsletters, and performance reports, as needed.
  • Produce compelling content on FASA project activities, including success stories and project results, to be posted on the FASA project website.
  • Keep current on USAID’s branding and marking requirements and ensure the projects communications materials reflect USAID guidelines and branding and marking manual guidance.
  • Contribute inputs for monthly, quarterly, and annual reports as required.

Required Skills or Experience

QUALIFICATIONS
  • A Bachelor’s degree in communication, journalism and other related fields with a minimum of 9 years of relevant work experience. A Master’s degree is preferred.
  • Demonstrated Five years of experience in communications, outreach, public relations, and knowledge management. 
  • Experience working on donor-funded projects focused on governance systems strengthening is preferred. Prior experience on USAID projects in a similar role is desired.
  • Experience developing communications and outreach strategy, including leveraging social media such as Facebook, X, and Instagram.
  • Excellent writing, speaking, and reading skills in English Language.  
  • Proficiency with MS Office software
