Job Description
- Reporting to: Deputy Country Director (Accra)
- Associates: Programme, Project and Field Officers.
JOB SUMMARY
The MEL Officers will be responsible for collecting, analyzing and managing data on project performance, followed by enabling staff, principals, and implementing partners to use monitoring information to strengthen the implementation strategies to accomplish the overall goal of the organization and its projects.
Key Responsibilities
- Development of the MEL plans and strategies to support all SEND’s projects and activities
- Plan and coordinate Monitoring Evaluation and Learning data collection and analysis exercises for all projects and activities
- Serve as the chief custodian of all MEL data and ensure that all data are securely kept
- Work closely with the technical leads to ensure compatibility and coordination within the M&E framework, and consistency with partner/donor requirements and policies.
- Organize and conduct MEL orientation and training for all staff of new projects
- Periodically organize data verification exercises to ensure that MEL information is accurate
- Responsible for rolling out the project MEL system and provide technical assistance to project stakeholders on utilizing the MEL system for the timely collection, management, analysis, and reporting of data that meet partner/donor reporting requirements and policies.
- Institute routine data reviews as part of an adaptive management process including analyzing, interpreting and presenting data to the Project Management Team (PMT) and technical leads.
- Manage the organization's digital information platform and database and ensure it is regularly updated
- Ensure disaggregation of MEL data by gender, age, occupation, location, and person with a disability
- Coordinate and ensure that lessons learned and significant change stories for each project are properly researched, written and disseminated
- Plan and conduct training on the use of indicators of new projects for staff, principals, and partners
- Provide project data to staff, principals, and partners upon request
- Participate in the preparation of project performance reports including quarterly, semi-annual, and annual reporting
- Participate in ICT team activities of the organization including the promoting of the application of digital devices for project implementation and PM&E activities
- Assist in the development of audiovisual documentation
- Facilitate the use of digital devices including software packages to support the PM&E activities
- Plan and coordinate execution of the following exercises: baseline data collection, mid-term reviews and end-line evaluation
- Carry out any other duties and responsibilities as may be assigned by your supervisor.
Required Skills or Experience
Qualifications
- Master's degree in monitoring and evaluation, statistics, economics, and international development; or a bachelor’s degree in a related field with remarkable years of relevant work experience.
- Minimum of 3 years demonstrable work experience within an NGO setting, managing and implementing monitoring and evaluation for donor-funded projects.
- Demonstrable skills in management information systems and data use in a multiple-project setting
- Ability to communicate and translate complex technical and policy data and issues clearly and effectively to different stakeholders.
- Demonstrated expertise in designing quantitative and qualitative M&E methodologies, research design, data collection systems and knowledge of methods for data analysis.
- Strong analytical and computer skills (Word, Excel, PowerPoint, databases, Power Bi)
- Ability to effectively use electronic data collection software such as KoboCollect, ODK and SurveyCTO.
- Ability to effectively use statistical analysis software such as STATA and SPSS.
- Ability to multi-task and keep track of concurrent activities and deadlines.
- Excellent written and oral communication skills in English.
