(JSI), a leader in global health, is a nonprofit public health management consulting and research organizations dedicated to improving the health of individuals and communities throughout the world. (JSI) is implementing the recently extended USAID-funded Strengthening the Care Continuum Project in Ghana.

Job Description

CHISU is an ongoing five-year global cooperative agreement funded by the United States Agency for International Development (USAID). program focused on strengthening Health Information Systems (HIS), enabling sharing of data between systems and its use, and supporting countries’ self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data. As USAID’s flagship HIS and data project, CHISU’s work with USAID supported host country health managers, health workers, and other stakeholders’ centers around four strategic objectives:
  • Strengthened governance and enabling environment of host-country HIS.
  • Increased availability and interoperability of quality health data and information systems.
  • Increased demand and use of health data and information to address health priorities, gaps, and challenges.
  • Strengthened organizational development of local partners for sustained health data use.
Summary
The USAID-funded Country Health Information Systems and Data Use (CHISU) program seeks a qualified consultant to Develop a Monitoring and Evaluation (M&E) System.
 
The Ghana Health Service (GHS) has used the Planning and Budget Management Information System (PBMIS) for 5 years to support preparing evidence-based and quality plans and budgets aligned with strategic health sector objectives. However, the current PBMIS operates is a desktop- based application, which presents significant limitations within a corporate institutional setting.
 
Recognizing these limitations, GHS plans to develop a web-based version of PBMIS that will address the limitations of desktop applications. The web-based platform will offer real-time accessibility, allowing users to collaborate seamlessly from any location. Additionally, it will be extended with an electronic Monitoring, Evaluation, and Learning (eMEL) platform.
 
Activity
  • Develop a fast, reliable, and user-friendly M&E application to:
  • Monitor selected key performance indicators (KPIs).
  • Provide real-time insights into the implementation progress of planned activities.
  • Ensure seamless integration with existing systems.
  • Perform other assigned functions relevant to CHISU Ghana as the Resident Advisor requires.

Deliverables

  • A fully functional M&E application meeting all specified requirements.
  • API Documentation:
  • Auto-generated Open API documentation for all endpoints.
  • User Manuals:
  • For end-users and administrators.
  • Deployment:
  • Live deployment on the selected hosting platform.
  • Maintenance:
  • Available support at a negotiated rate post-deployment.

Required Skills or Experience

  • Advanced degree (MSc) in IT, Computer Science, and Data Science.
  • Additional qualification in the application of Artificial Intelligence and related disciplines
  • Experience in developing and operating robust technology solutions in a public health environment is required.
  • Fluency in English is required.
  • Experience with adult training approaches and excellent presentation and facilitation skills are advantageous.
  • A team player but also able to work independently with minimal supervision is required;
