Job Title: Technical Lead, Gender Equality and Social Inclusion (GESI)  Duty station:  Tamale, Northern Region 
 
The Technical Lead, Gender Equality and Social Inclusion (GESI) will use his/her in-depth contextual understanding, technical and practical expertise, and relationship building skills to define and deliver SAGES Systems Strengthening Activity’s strategic ambition for advancing gender equality and social inclusion in education in Ghana focusing on the USAID/Ghana Zone of Influence to ensure that no child is left behind.
 
Reporting to the Technical Director, SAGES Systems Strengthening Activity and stationed in Tamale, Northern Region, the Technical Lead, Gender Equality and Social Inclusion is responsible for using technical expertise that will make the SAGES System Strengthening activity program GESI transformative through the roll out of its GESI strategy and design and implementation of its activities.  The person will work in close collaboration with government and project partners, and other technical staff to ensure that systems are strengthened and materials and implementation are of the highest quality.
 
The position involves leading the development of strategy, technical design, implementation and evaluation of programs that promote gender equality and social inclusion. The goal is to ensure equitable access and participation in quality education, benefiting girls and boys alike and empowering them as future leaders. Additionally, the role includes supporting national advocacy efforts, fostering strategic partnerships to advance gender equality and integrating GESI principles across all program activities to ensure alignment with inclusive practices.
 
KEY RESPONSIBILITIES OF THE ROLE
Develop, adapt and implement a project GESI strategy 
  • Develop and adapt a GESI strategy informed by evaluations and reports and aligned with the advocacy strategy to effectively mainstream and increase accountability for GESI in the project and education system to achieve GESI outcomes.
  • Use the strategy to inform workplans and design and implementation of project activities
  • Foster partnership and collaboration with government, implementing partners and others development partners to inform strategy development implementation.
  • Undertake GESI training and awareness-raising of CARE staff and government and implementing partners. 
Work in collaboration with other technical staff, project partners and consultants to ensure GESI principles and aims are incorporated into project activities for holistic system-oriented approach to achieving GESI outcomes
  • Contribute to the development of TORs for activities.
  • Contribute to the development of technical guidance, training materials and facilitation of   project activities.   
  • Contribute to the development and review of key project technical documents.
Lead the design, preparation and implementation of GESI activities in partnership with government and implementing partners and other project technical staff 
  • Lead the development of TORs for project GESI activities.
  • Lead the development of technical guidance, training materials and facilitation of project GESI activities drawing on expertise and experience of partners and CARE technical staff.
Contribute to monitoring, program reporting, learning, adaption and work planning in relation to providing information on and improve GESI
  • Collaborate with government and project staff in developing tools for monitoring GESI implementation.
  • Undertake monitoring of GESI implementation in collaboration with government and project staff and provide feedback to stakeholders to inform on-going improvement of implementation.
  • Collaborate with government and project staff in evaluating GESI mainstreamed and GESI-focused activity implementation based on data collected through monitoring.
  • Collaboratively generate learning to inform improvement in design and implementation of GESI activities and program adaption.
  • Contribute to quarterly program implementation review meetings informed by monitoring, evaluation and learning of GESI activities.
  • Contribute to quarterly and annual reporting to the donor on GESI activity implementation.
Ethical conduct and team leadership 
  • Lead, mentor, and develop team, fostering a collaborative and high-performance culture
  • Promote awareness and compliance with all of CARE’s relevant polices and guidelines including the safeguarding policy and safeguarding code of conduct, the policy on prevention of and response to fraud and corruption, etc., among staff and partners
  • Monitor and address any ethical concerns or violations promptly according to established protocols.

Required Skills or Experience

Knowledge
  • Demonstrated experience in qualitative and quantitative research
  • Ability to generate and use data and evidence to innovate, deliver, learn and share what works and what doesn’t work for transforming the root causes of harmful gender norms and promoting gender equality for and with children
  • Knowledge in GESI frameworks is required
  • Ability to mainstream GESI in education programming
Experience
  • At least 5 years’ experience in implementing GESI transformative programming in the Education sector.
  • Working in collaboration to mainstream GESI through project activities
  • Demonstrated experience in designing GESI-specific activities and training material development and facilitation
  • Experience of adaptive GESI transformative programming informed by research and implementation evidence
  • Demonstrated experience of providing GESI technical and programmatic support
  • Experience of strategy development and planning to advance gender equality and social justice
  • Experience of working with government officials to strengthen systems would be an added advantage
Skills
  • Excellent report writing skills are required
  • Strong analytical skill is required
  • Networking and negotiation skills is required
  • Ability to work in a multi-cultural environment is required
Education
  • At least a bachelor’s degree in a relevant subject (Gender Studies, Development Studies, Social Science) “or equivalent combination of education and work experience
  • Master’s Degree in any of the above relevant fields will be an added advantage.
