Field Officer  

General Context Of The Project
VIS has been active in Ghana since 2015, mainly in the areas of vocational training, migration, organic farming, and education. The priority objective of VIS in Ghana is to respond to the needs of the most vulnerable segment of the population, focusing mainly on youth and providing vocational training and job placement services. Regarding the main geographical areas of intervention in the country, the NGO's commitment is highlighted: in Accra (Greater Accra Region) and in the Bono, Bono East and Western regions. 
 
The Quick Initiative Project, in which the Field Officer will be inserted, aimsto enhance the educational and cultural environment in Ghana, focusing on ten coastal communities within the Ellembelle district (Western Region). The project promotes digitalisation, innovative teaching methodologies, library management, women’s health and menstrual hygiene, extracurricular activities, and social clubs in 10 schools. Its general objective is to strengthen the educational system and cultural landscape, while the specific objective aims to foster the intellectual, cultural, and skills development of students and vulnerable community members.
 
General Purpose Of The Position
The Field Officer will be responsible for implementing project activities funded by Eni Ghana Exploration and Production Limited in the Western region of Ghana, based in the Ellembelle district. S/he will support the Project Manager (PM) in ensuring the operational and logistical management of field activities and their monitoring.
Her/his responsibilities include the implementation of on-site activities, the financial management of on-site expenditures and their reporting, on-site data collection and analysis for project monitoring and evaluation, and reporting on implemented activities. She/He ensures a constant monitoring of VIS’s and partner’s activities .The Field Officer reports to the Project Manager. 
 
Main Responsibilities And Tasks
  • Coordinate and monitor the project activities at the field level, ensuring implementation schedules are met as per the detailed activity plan.
  • Conduct regular data collection and data analysis for project progress monitoring. 
  • Coordinate communication and facilitate information sharing among the project team, implementing partners, and project beneficiaries at the community level.
  • Prepare the monthly and operational reports and regularly gives an account of the on ongoing activities including multidisciplinary assessments.
  • Liaise with various community stakeholders and mobilize them to ensure full involvement of community leaders, community representatives, and local government representatives in the overall implementation and improvement of project activities. 
  • Support the identification and assessment of new project sites or areas for expansion based on community needs.
  • Assist in the preparation and organization of training workshops, meetings, and community events. 
  • Monitor daily expenses, collect the required supporting documentation, and ensure timely submission of all expense-related records to the administrative office. Manage procurement processes in the field, including identifying needs, sourcing suppliers, obtaining quotations, and ensuring compliance with organizational policies and procedures. 
  • Any other duties/functions as deemed necessary or as delegated by the Project Manager to meet the level of the services of the organization. 

Required Skills or Experience

Education
  • Bachelor's or Master's degree in Social Sciences, Development Studies or an equivalent qualification in a related field of study. 

Professional Experience

  • At least 3 years of experience in the field of international cooperation, with a focus on community development and mobilization. 
Professional Requirements
  • Previous experience in the same role;
  • Previous experience in managing field operations;
  • Previous experience in procurement
  • Previous experience in logistics
  • Previous work experience in the Western region; 
  • Computer proficiency, especially in MS Office suite; 
  • Previous experience in the education sector and TVET environment;
  • Demonstrated experience in qualitative and quantitative data collection;
  • Ability to network, dialogue with different stakeholders. 
Languages
  • English (excellent oral and written proficiency);
  • Italian (Level B1) desirable.
