Job Description

Terms of Reference (ToR)

  • Position Title: Technical Documentation Consultant
  • Location: Ghana (with travel to project sites in Upper East Region)
  • Reporting to: Head of Programs
  • Duration: 1 Month 

 

Background

WaterAid Ghana (WAG) has received funding from SIDA to complement ongoing efforts aimed at improving WASH services across Ghana. This funding enables us to expand interventions under Aim 2 (Prioritize WASH Across the Health Sector) and Aim 3 (Strengthen the Resilience of WASH to Climate Change).

As part of these efforts, we seek to engage a Technical Documentation Consultant to lead the documentation of lessons learned, outcomes achieved, and best practices from project implementation. These outputs will serve as critical resources for sector engagement and advocacy and influencing efforts.

Objectives

The consultant will:

  • Document key lessons, successes, challenges, and outcomes from WASH and Infection, Prevention and Control (IPC) interventions across Aim 2 and Aim 3 in Upper East Region, Ghana.
  • Develop high-quality, branded materials for donor engagement, sector influence, and internal learning in  Bongo, Kassena-Nankana and Bawku West Districts in Upper East Region.
  • Support the development of advocacy content to align with national and global WASH priorities.

Scope of Work

The consultant will focus on the following:

Aim 2: Prioritize WASH Across the Health Sector

  • Document lessons from modeling safe and inclusive WASH and IPC services in three healthcare facilities.
  • Report on technical assistance provided to integrate WASH and SRHR indicators into health information systems.
  • Capture the outcomes of capacity-building activities, including training of:
    • 20 WASH Focal Point persons on their support and implementation of the WASH FIT protocols.
    • 3 Community Health Management Teams (CHMTs) in management and sustained delivery of WASH and health services
    • 100 community health workers on adolescent and youth-friendly (AYF) services.
    • 7 CBOs advocating for gender-responsive SRHR services.
    • 100 community leaders on accessing SRHR services.

Aim 3: Strengthen the Resilience of WASH to Climate Change

  • Document Climate Vulnerability and Capacity Assessments conducted in five districts.
  • Highlight outcomes from advocacy efforts to integrate climate-resilient WASH into Ghana’s National Adaptation Plan (NAP).
  • Capture lessons from training communities on risk-based water resource monitoring and planning.
  • Document the use of groundwater data from sensors to inform risk-based planning in WAG districts.
  • Document the District Adaptation planning process, its alignment with National Adaptation Plans successes, gaps and opportunities for WASH investments.
  • Develop stories and visuals to showcase the role of WASH in building climate resilience, including journalist training outcomes.

Expected Deliverables

Documentation Materials:

  • 5 Learning briefs, 5 policy briefs, and 5 case studies.
  • High-quality videos, photos, and infographics aligned with WaterAid branding standards.
  • All advocacy briefs tailored to influence national policies.

Reporting:

  • Comprehensive documentation of Aim 2 and Aim 3 outcomes in formats suitable for donor engagement and sector dissemination.
  • Contributions to WaterAid’s annual report and illustrative deep dive reporting on Ghana’s progress.

Advocacy Content:

  • Clear, evidence-based content for donor and policy-level influence.
  • Best practices and lessons learned to inform future WASH projects.

Required Skills or Experience

The ideal candidate will possess:

  • A strong background in technical writing, documentation, and knowledge management.
  • Experience working in the WASH sector or related fields (public health, climate resilience, etc.).
  • Proven ability to develop high-quality, visually appealing documentation materials.
  • Familiarity with Ghana’s WASH context, particularly in healthcare and climate resilience.
  • Strong communication skills and ability to distill complex information into clear, actionable insights.
