Job Description

Job Summary

The Business Official (BO) is one of the key positions of a potential Global Health Security project in Ghana. Reporting to the Country Project Director and working closely with the project’s team, the BO will provide leadership in comprehensive management of business support and compliance functions of Ghana project. The BO is responsible for tracking and monitoring the overall financial and administrative status of the project and   ensuring that funds expended are compliant with FHI 360 policies and U.S. Government (USG) regulations and policies. Provides leadership and guidance for compliance with Generally Accepted Accounting Procedures (GAAP), GAS (Government Auditing Standards), Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR). Develops financial risk management and control strategies; reviews and approve recommendations for financial planning and control, provides relevant fiscal information to executive management team; develops and manages  financial analysis models; develops and implements effective and efficient business processes and procedures; develops and manages internal financial audits; develops formal reporting system to communicate results of audit activities to management and regulatory compliance agencies.  Manages the activities of the finance staff and selects, develops and evaluates personnel to ensure the efficient operation of the function.

This position is based in Ghana and reports to the country Project Director. The position is pending on the award of the project to FHI 360 and availability of funds.

Accountabilities

  • Works with team leadership to align budgets to goals and strategy and to oversee project operations including human resources, logistics, procurement and accounting/finance
  • Creates and maintains up-to-date financial tracking system
  • Liaises with the donor program management team, vendors and other service providers
  • Reviews staff expense reports and supporting documentation and after approval arrange prompt payment
  • Maintains proper documentation for all office and project expenditures
  • In consultation with the project director, coordinates monthly requests of funds, based on budget and cash flow projections, to ensure that the program has all the necessary funds for the operations
  • Reviews purchase orders and required supporting documentation and consult with the team leader for approval, prior to issuance of the purchase orders within agreed-upon thresholds
  • Creates and submits monthly financial reports and creates regular financial tracking reports to monitor project spend against the approved budget
  • Maintains office records as needed, and designs and implements office financial policies, standards, and procedures in line with FHI 360 policies and the USG
  • Communicates lessons learned and expands knowledge and proper implementation of financial, compliance, contractual, and administrative policies and procedures.
  • Facilitates interaction and cooperation between internal stakeholders.
  • Provides inputs to the preparation of project budgets
  • Monitors the LOE of different project staff to ensure proper charging to the relevant activity code  
  • Provides human resources support to project staff and ensures that all HR policies of FHI 360 and the local HR manual are adhered to local labor laws, FHI360 and funders policies and regulations
  • Performs other duties as assigned.

Required Skills or Experience

Education

  • Bachelor’s degree or its international equivalent in Finance Administration or similar field

Experience

  • Minimum 8 years of professional experience providing accounting and financial management services (including 3+ years of line management experience)
  • Demonstrable understanding of accounting procedures
  • Familiar with USG rules and regulations, and experience in a similar position on a USG-funded project preferred; CDC experience is a plus
  • Proficient in MS Office (Word, Excel, and Outlook)
  • Fluency in written and spoken English. knowledge of local language/s of Ghana is preferred
  • Applicants must have the legal authorization to work in Ghana
