MELKS Manager – CHANGE Project (Ghana Office)
The Monitoring, Evaluation, Learning, and Knowledge Sharing Manager coordinates the CHANGE initiatives MELKS functions including developing MELKS systems and tools and ensuring that these are applied for quality, effective and accountable programming in Ethiopia and Ghana. Working with MELKS Managers and programmatic counterparts and the two country offices of CB, the MELKS Manager engages in policy, strategic, and programmatic developments to ensure the CHANGE initiatives program compliance. This role has a two country focus on coordinating the MELK functions of the CHANGE initiatives in Ethiopia and Ghana and ensures compliance with CB procedures and guidelines within the respective countries. The role contributes to the development of future Health and Nutrition strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to CHANGE initiatives while technically backstopping the national MELKS activities. The MELKS Manager (MM) reports to the Chief of Party, CHANGE Project. The incumbent collaborates with the MELKS Manager, Canada.
This role includes, but not limited to:
1. Implement MELKS policies and develop quality assurance processes.
- Responsible for the mandate of MELKS function of the CHANGE Project.
- Ensure that CB programmes adhere to CB MELKS Minimum Operational Procedures
- Assess existing and further develop procedures used for ensuring CHANGE programme quality in coordination with the global processes of strengthening monitoring and evaluation;
- Provide technical support to Ethiopia and Ghana based MELKS staff with a view to ensure coherence in data collection and analysis to support programme development and quality
- Coordinate and provide oversight of all aspects of the CHANGE Monitoring & Evaluation processes
- Oversee the process of needs assessments, baseline studies and impact assessments
- Conduct periodic activity monitoring and site visits to the field to monitor data collection/implementation
- Enhance Monitoring & Evaluation capacity among staff to ensure accountability, facilitate planning and strengthen service delivery
- Lead the development of Monitoring & Evaluation strategies, tools and ensuring coordination of the Monitoring & Evaluation teams input to the country strategy, proposals and reports.
2. Prepare and develop the CHANGE initiative MELKS Tools
- Develop standardized data collection tools that will allow the aggregation of data for the outputs/outcomes across CHANGE projects in Ethiopia and Ghana
- Develop the means of communication to enable data sharing between team members and with the partners
- Continuously improve and update data collection tools
- Ensure that key elements of CHANGE planning processes including Program Documents, Quarterly Reports, Annual Reviews and Results Contracts are adequately informed by M&E data and information as well as learnings emanating therefrom.
- Review and provide technical input into the development of log frames/results frameworks, informing, reviewing and approving monitoring and evaluation plans and budgets prior to their submission to donor
3. Provide technical support to in-country MELKS and programme teams
- Support the Ethiopian and Ghana CHANGE teams to improve quality of monitoring, evaluation and accurate reporting
- Direct support to evaluations, assessments and programme monitoring, and to respective global initiatives as needed and appropriate
- Provide capacity building training, coaching and mentoring to staff, primary stakeholders, and implementing partners in project design, monitoring and evaluation, data collection, development of indicators, log frames and ToC, development of M&E plans and specific M&E assessments and surveys, so that programmes are delivered effectively and with quality
- Continuously assess the quality of data collection and data entry
- Overall manage the various databases and summary sheets to oversee measurement of achievement and progress toward program goals and results through the M&E system.
- Disseminate results in varied ways to enhance use in reports and in decision making
4. Coordinate CHANGE programme planning, reports, evaluations, learning and knowledge management
- Provide technical support to ensure that CHANGE Is able to articulate and document relevant best practices and assess performance regularly against agreed program objectives and indicators.
- Ensure capture of lessons learned from evaluations and other MELKS processes
- Institutionalize a system of reflection and learning across all stages of the CHANGE Project cycle and ensure that systems to facilitate utilization and reapplication of learnings, both internally and externally, are developed and implemented
- Comply with all CB policies and procedures.
- Other related duties as assigned.
Required Skills or Experience
The ideal candidate possesses:
- At least 8 years of professional experience working with humanitarian / development organisations with responsibilities in Monitoring, Evaluation, Learning roles at least five years as a manager of MELKS
- Highly developed skills and demonstrated capacity developing MELKS strategies and mechanisms, including implementation and training in related principles and practice in the context of sub-Saharan Africa desirably Ghana and Ethiopia
- Experience in writing periodical, semi-annual and annual project reports for large donors, such as GAC, EU, ECHO, UNICEF, UNOCHA or other UN agencies
- Knowledge of gender sensitive GAC RBM Human Rights, Environment and other grant compliance requirements
- Demonstrated ability to prioritize large workloads, to consistently meet deadlines and adapt in a complex and challenging work environment
- Proficiency in common computer and statistical packages i.e. Word, Excel, Power point, SPSS, Access, etc.
- Experience in working in a cross-cultural, multi-sector, team environment in the context of INGOs , desirably Canadian NGOs
- Ability to work well under pressure and in adverse conditions
- Demonstrated commitment and strict adherence to confidentiality
- Effective communication skills (written and verbal) in English as the primary language and any other local language.
